Warren-Forest Economic Opportunity Council is a respected leader and partner dedicated to empowering people to improve the quality of their lives.

Established in 1965 as a private, non-profit Community Action Agency, the Warren-Forest Counties Economic Opportunity Council (EOC) utilizes available funds to provide programs and services aimed at reducing the number of individuals and families living in poverty within our community. Since its inception, the EOC has worked tirelessly to empower individuals and families to obtain an improved econ

omic position through services offered while instilling an attitude of self-reliance and self-sufficiency. This is, and will continue to be, our highest priority. The EOC is part of a 43-agency network of Community Action Agencies covering the 67 counties in Pennsylvania. Community Action Agencies are the nation’s largest network of community-based organizations where the principal mission is to serve those in need. Our guiding principles in Warren and Forest counties include:

• Fostering new and innovative ideas and providing programs which engage the government, local businesses, community organizations, and educators in meeting the changing needs of the community
• empowering and aiding our clients in a journey to become self-sufficient members of and assets to the community
• advocating for appropriate housing available to anyone in the community that is safe, affordable, and energy efficient
• promote safe, accessible, high quality early childcare education that includes a developmentally appropriate curriculum, knowledgeable, well-trained educators and staff, and comprehensive services that support the health, nutrition, and social well-being in an environment that promotes respect and support of diversity
• values employees for high standards of ethics and integrity

WELCOME BACK, HEAD START TEACHERS! ✏️

Today, our Warren-Forest EOC Head Start teachers are back and getting ready for another great school year! 🎉

And while “teaching” might be in the job title… we all know it’s only one piece of what they do. ❤️

They plan. They encourage. They comfort. They organize. They keep little ones safe. They celebrate big milestones and tiny victories. They create classrooms where children can learn, grow, and feel like they belong.

There’s a whole lot that happens before those classroom doors open and today, the preparation begins!

Welcome back, Head Start teachers! We’re excited to have you back and can’t wait to see what this school year brings. 💚

NOTICE is hereby given to the residents of Warren County that the Warren Forest Counties EOC will hold a public hearing at 12 pm on Wednesday, August 12th, 2026, in the conference room located on the 2nd floor of the McClintock Center at 1209 Pennsylvania Ave., West, Warren, to discuss the submission of an application to the Department of Community and Economic Development, on behalf of program facilitator, Lawrence County Community Action Partnership, for a regional Emergency Solutions Grant (ESG) Program. This program supports our homelessness prevention and rapid re-housing efforts in Warren and Forest Counties.
Anyone wishing to comment or ask questions on the project proposed for funding, or for more information, is urged to submit their comments by 3pm on Tuesday, August 11th, 2026, to Davet Storm, Operations and Human Resources Coordinator, or Melanie Swab, Housing Director, at 1209 Pennsylvania Ave., West as well as to attend this hearing.
