Rhode Island Cannabis Control Commission

Rhode Island Cannabis Control Commission Governor Dan McKee signed this landmark legislation into law on May 22, 2022, marking a pivotal step in Rhode Island’s approach to cannabis policy.

The Rhode Island Cannabis Control Commission (CCC) is the state agency responsible for overseeing the regulation, licensing, enforcement and control of regulated cannabis in the State of Rhode Island. The Rhode Island Cannabis Control Commission (CCC) is an independent state agency established by the Rhode Island Cannabis Act of 2022 to oversee the regulation, licensing, enforcement, and control o

f both adult-use and medical cannabis in the state. As the regulatory authority, the CCC is committed to ensuring a safe, equitable, and well-regulated cannabis market. The Commission exercises all necessary powers for the implementation, administration, and enforcement of cannabis regulations while promoting public health, consumer protection, and industry integrity. Currently in a transitional period, the CCC will assume full regulatory authority following the finalization of its governing rules and regulations. At that time, oversight of The Edward O. Hawkins and Thomas C. Slater Medical Ma*****na Act, currently administered by other state agencies, will transfer to the CCC, with the potential delegation of certain responsibilities to the newly formed Cannabis Office. Until the transition is complete, the Office of Cannabis Regulation (OCR), under the Department of Business Regulation (DBR), continues to oversee the implementation and enforcement of existing cannabis regulations. In March 2026, the Cannabis Control Commission submitted its study on h**p-derived THC-infused beverages to the General Assembly, outlining recommendations to establish a clear regulatory framework focused on product safety, labeling, testing, and age restrictions.

At the federal level, the regulatory landscape for h**p continues to evolve. Upcoming changes expected in November 2026 may narrow the definition of h**p-derived products, which could impact the availability of certain products currently on the market.

The Commission will continue to monitor federal developments and work with state partners to ensure Rhode Island’s approach remains clear, consistent, and focused on public health and safety.

04/29/2026

The recent federal order reclassifying certain FDA-approved and state-licensed medical cannabis products to Schedule III is limited in scope.

It does not apply to adult-use cannabis or change the federal legal status of cannabis overall.

For additional information, including key details on what this change does and does not impact, view the Cannabis Regulators Association fact sheet: 🔗 https://bit.ly/4tBH3Fn

04/23/2026

Today the U.S. Department of Justice announced a change in federal cannabis policy, placing certain FDA-approved ma*****na products under Schedule III, a lower-risk classification.

This does not change the federal legal status of cannabis overall, but it reflects continued movement at the federal level and may influence future research and regulatory approaches.

The Commission will continue to monitor federal developments and assess any potential implications for Rhode Island’s regulatory framework.
