What you see during a Presidential Address to a Joint Session of Congress is just part of a major operation.

It takes a lot of planning and coordination to ensure the U.S. Capitol and everyone inside it stays safe.

On Tuesday, March 4, at 9:00 p.m., the President will deliver an address before a Joint Session of Congress. To ensure everyone's safety, we will temporarily close the following roads on March 4.

From 12:01 a.m. until the conclusion of the event, the following roads will be closed to the public:

-First Street between Constitution Avenue, NW, and Independence Avenue, SW
-Pennsylvania Avenue between 3rd Street, NW, and First Street, NW
-Maryland Avenue between 3rd Street, SW, and First Street, SW

Starting at 1:00 p.m. the following roads will be closed:

-First Street between Constitution Avenue, NE, and Independence Avenue, SE
-East Capitol Street between First Street and 2nd Street

Starting at 5:30 p.m. the following roads will be closed:

-Constitution Avenue between Louisiana Avenue, NW, and 2nd Street, NE
-Independence Avenue between Washington Avenue, SW, and 2nd Street, SE
-First Street between Constitution Avenue, NW, and Louisiana Avenue, NW
-First Street between the Rayburn House Office Building Garage entrance and Independence Avenue, SW

Starting at 7:00 p.m. the following roads will be closed:

“On Tuesday, January 21, the United States Capitol Police (USCP) received a lookout for a man with reported mental health issues and suicidal thoughts who was believed to be armed and in the area. At approximately 1:15 p.m., USCP officers spotted the man’s car on First Street, near East Capitol Street, NE. Officers conducted a canvass of the area and discovered that the man had recently entered the Capitol Visitor Center (CVC) and taken a Capitol tour. At approximately 2:15 p.m., the man was found leaving the Library of Congress, after the tour, and walking towards his car. He was stopped, searched, and arrested. A small 9mm handgun was discovered, concealed in his waistband. The suspect, 27-year-old James A. Faber of Massachusetts, was arrested for Unlawful Activities, Carrying a Pistol Without a License, Possession of an Unregistered Firearm, Unlawful Possession of Ammunition, and Resisting Arrest. The case is currently with the U.S. Attorney’s Office. USCP security video shows the man entered through the south CVC checkpoint. After the magnetometers sounded, an officer performed a secondary hand search, and the man was let into the building. The officer is suspended while the USCP’s Office of Professional Responsibility is conducting an administrative investigation into the officer’s performance of that search. At this time, there is no indication that the man was coming to harm the Congress. Thankfully nobody was hurt. The USCP demands the highest standards when it comes to screening visitors, so a full review of this incident has already been ordered, as well as mandatory refresher training on security screening, so this never happens again.” – The United States Capitol Police

The ticketed areas outside, on the West Front of the U.S. Capitol, will now be closed to ticketed guests on Monday, January 20, due to the extremely cold weather that is expected in Washington, D.C. The United States Capitol Police, along with our law enforcement partners, will still have a heightened security posture with an increased law enforcement presence and layers of physical security. United States Capitol Police (USCP) officers arrested a man who attempted to set his car on fire along First Street, NW, near the Grant Memorial.

Just before 5:30 p.m., USCP officers were alerted to a man who had parked on First Street, NW. The man had lit a bag, which was on top of his car, on fire. While officers ran over to the man, the bag extinguished on its own. The man was arrested.

Out of an abundance of caution, the vehicle was declared suspicious, so the USCP’s Hazardous Incident Response Division cleared the vehicle. Officials determined that the car was not a danger at approximately 7:00 p.m.

The car had been spray-painted. Investigators determined that accelerants were in the bag.

“Twice today our officers stopped a man who could have been a danger to the Capitol Hill community,” said U.S. Capitol Police Chief J. Thomas Manger. “This vigilance is critical during this time of heightened security.”

The name of the man arrested yesterday is 35-year-old Adrian J. Hinton, of Virginia. He was arrested for Unlawful Activities.

While the specific motive is still under investigation, officials do not believe there is an ongoing threat. This case is not believed to be connected to the arrest earlier in the day.

Public viewing for the lying in state was not stopped and will continue throughout the night, into Thursday morning.

United States Capitol Police (USCP) officers prevent a man from bringing a machete and three knives passed a screening checkpoint in the Capitol Visitor Center (CVC).

Just after 2:00 p.m., during security screening at the CVC’s north doors, USCP officers spotted a machete in a bag, which was going through the x-ray machine. Officers stopped the machine and searched the bag, which contained a machete and three knives.

“Our officers know they cannot let their guard down for one second,” said U.S. Capitol Police Chief J. Thomas Manger. “It is this constant focus and attention to detail that helps keep this campus safe.”

44-year-old Mel J. Horne, of Washington, D.C., was arrested for multiple counts of Carrying a Dangerous Weapon.

Security screening was temporarily stopped at the north side of the Capitol Visitor Center, while the USCP investigated, but the checkpoint was reopened approximately an hour later. Public viewing for the lying in state was not stopped and will continue throughout the night, into Thursday morning.

Horne will be interviewed by USCP investigators to determine his motive. At this time there is no on-going threat towards the Congress, the U.S. Capitol, or the public.

On Monday, January 6, 2025, the counting and certification of the electoral vote for the 2024 election will be held in the U.S. Capitol.

Security is enhanced across Capitol Grounds, including enhanced physical security measures, increased patrols, additional officers, and coordination from outside partner agencies.

“The eyes of the world will be on the U.S. Capitol on January 6. Elected officials across the country have faced a heightened threat environment in recent years, so we cannot take any chances when it comes to protecting the Members of Congress,” said Chief J. Thomas Manger of the U.S. Capitol Police. “During the last four years, our men and women have been working around the clock to build a stronger Department by hiring hundreds of additional officers and support staff, as well as improving our operational planning, intelligence, equipment, and training.”

To ensure everyone’s safety, the United States Capitol Police will close roads around Capitol Grounds.

FRIDAY:

The following roads will close at approximately 8:00 p.m. on Friday, January 3:
