Home Occupation Permits (HOP) have a new home at Department of Buildings (DOB)!

Starting a business from your home in DC? There's an important change to know.

As of August 10, 2026, all new HOP applications are now processed by DOB instead of through DLCP's Business Center

Already have an Expedited Home Occupation Permit? No need to reapply! Your existing permit remains valid and will continue to be recognized by DOB unless you move or change your business.

DOB and DLCP are working together to make this transition as clear and seamless as possible for District businesses.

What will building code enforcement in DC look like over the next three years?

DOB’s new FY26 – FY28 Strategic Enforcement Plan lays out the path forward.

The plan focuses on four key areas:

💡 Building greater knowledge of DC’s built environment
🔎 Improving and strengthening inspections
🤝 Managing relationships and partnerships more effectively
✅ Taking a more proactive approach to enforcement

DOB is looking ahead at how we can make the greatest impact with the resources available. Learn more about where DOB enforcement is headed and explore the full plan at dob.dc.gov/page/enforcement-action.
