Congressional Coalition on Adoption Institute Working for every child to have a safe, loving family, and a promising future. The Congressional Coalition on Adoption Institute (CCAI) is a non-profit organization that works to raise awareness about the needs of children without families and to remove policy barriers that hinder children from knowing the love and support a family provides.

CCAI is unique in that each of our programs brings together policymakers and individuals with direct foster care or adoption experience. We have found that when policymakers hear direct experiences of those affected by orphan and child welfare policy, they become engaged in this issue and work to bring about legislative improvements in an effort to ensure each child has their right to a family realized. CCAI was founded in 2001 by advocates of the world’s orphaned and foster youth. In founding CCAI, these advocates sought to match the commitment of members of Congress’ Adoption Caucus, the Congressional Coalition on Adoption, with the information and resources needed to make the dream of a family a reality for every child.

Mission: The Congressional Coalition on Adoption Institute is a nonprofit, nonpartisan organization dedicated to raising awareness about the millions of children around the world in need of permanent, safe, and loving homes and to eliminating the barriers that hinder these children from realizing their basic right of a family.

Meet CCAI's 2020 National Angel in Adoption Honoree, Miranda & Luke Caldwell! The Caldwells are a family of nine and they have seven amazing kids including five adopted kiddos! Luke is a co-star on HGTV's Boise Boys and he first got into flipping houses in order to pay for his and Miranda's adoptions. Flash forward today, Luke says "I have been so blessed with my amazing wife Miranda and our seven wonderful kids. They are truly the spark in my life that motivates me to be better, to work harder, and to love greater. My family is the greatest treasure I could ever attain in this lifetime." Meet CCAI's 2020 National Angel in Adoption Honoree...Todd Tilghman! Todd is the season eighteen winner of NBC's "The Voice" and a dad of eight amazing kids. He married his high school sweetheart, Brooke, and after they had three children, the couple decided to adopt. With the help of family and friends in their community, they were able to adopt their two daughters from Seoul, South Korea. Todd and Brooke then had three more children and now, the Tilghman's are a family of ten with kids ranging from ages four to twenty. “What a difference in the lessons I’ve learned about being a dad between the two,” Todd captioned an Instagram post according to Good Housekeeping. “We are living OVER the rainbow after the rain.” Congrats, Todd! ● Register for CCAI's virtual gala (it's free!) at bit.ly/2020angelsgala to tune in and hear from Todd when he accepts his National Angel award!

Meet CCAI's first 2020 National Angel in Adoption Honoree...Magnolia Earl & Family! Magnolia is Gerber's 2020 Spokesbaby and made history as the first adopted spokesbaby. "Magnolia has brought so much joy to everyone she meets. Her personality is beyond happy and joyful," said Courtney Earl, Magnolia's mother, wrote in a statement to Good Morning America. "Adoption is incredibly special to our family's story. Winning (Gerber's) Photo Search is an opportunity to tell Magnolia's story and shed light on all the beautiful and different ways families are made." A big thank you to National Council For Adoption (NCFA) for honoring our amazing Becky with the 2020 Warren and Mary Alice Babineaux Award! As CCAI's former Executive Director and previous Director of Policy, Becky was on the CCAI team for nearly ten years before she passed away in November 2018 after a valiant battle with cancer.

Becky is the recipient of this NCFA award for her passionate and effective personal and career advocacy in support of adoption and her efforts to improve the lives of children and youth in foster care who are in need of permanent, nurturing families. CCAI's 2020 Foster Youth Interns met with First Lady Melania Trump yesterday via a virtual roundtable to discuss federal policy recommendations to improve the child welfare system during the COVID-19 pandemic and beyond. The First Lady opened the virtual roundtable thanking everyone for their participation and stressed to the interns the importance of their policy proposals and for the group to “let us know how the Executive Branch can better support foster children and families” and that “taking care of America’s children is a bipartisan effort, and we must never stop fighting for those who need us the most.”

🌟 FYI ALUMNI SPOTLIGHT 🌟 Meet Tori! She is a 2016 Foster Youth Intern who interned with House Majority Whip Steve Scalise and wrote her policy report on reducing abuse and neglect in foster care & eliminating stereotypes. Tori says, “I met so many passionate people and was given skills necessary for all of life through this internship. A large chunk of who I am would be missing if it wasn’t for this opportunity.” After FYI, Tori graduated from Hillsdale College in 2018 and is a national speaker and writer. She and her husband Jacob started a scholarship at Hillsdale for foster youth. Tori is also a mother to an 18-month old boy and pregnant with a baby girl!

🌟 FYI ALUMNI SPOTLIGHT 🌟 Daryle Conquering Bear Crow (Oglala Lakota) is enrolled member of the Oglala Sioux Tribe, 2015 White House Champion for Change, and 2012 Foster Youth Intern. During the FYI Program, he wrote his federal policy report titled “Leave No American Indian Child Behind” on the Indian Child Welfare Act (ICWA). He has spoken nationwide about native youth who experience the child welfare system and advocates for the enforcement of ICWA.

Daryle has served on advisory boards for the National Council of Juvenile and Family Court Judges. He has also collaborated and interned with the National Indian Child Welfare Association and served on the North American Council on Adoptable Children board of directors and part of the Capacity Building for Tribes Advisory Council. Daryle says his work will always continue to help the future generations of native youth and that decisions we make today impact the generations after us. Daryle now resides in Portland, OR and is on the team at the Native American and Youth Family Center as a Youth Advocate.

It also continues to bring attention to the many challenges faced by children and youth in foster care. Although foster care is intended to be temporary, children and youth remain in the system for an average of almost two years, and almost 20,000 youth age out of foster care each year without reunification or adoption. FYI ALUMNI SPOTLIGHT: Terry Scraggins is a 2018 Foster Youth Intern, U.S. Navy veteran, and advocate from Boise, Idaho! After 13 years of hard work, he is graduating from Boise State University this Saturday with a Bachelor of Social Work! While in the FYI Program, he interned with the U.S. Senate Finance Committee under the leadership of Senator Ron Wyden. Now, Terry works at a state government organization as a psycho-social rehabilitation specialist and will take his social work licensing exam this month. Congrats on this huge accomplishment, Terry! 🎓

Meet Nancy Kay Blackwell, CCAI’s Executive Director! Nancy is a passionate child welfare professional with more than 20 years in human services for social and public policy driven organizations in Baltimore, Annapolis, and Washington, D.C. Her areas of focus include child welfare, early childhood development, faith-based policy, workforce development, and family homelessness. Nancy was most recently a Special Assistant at the D.C. Department of Family Services in the Family Services Administration. Prior to this role, Nancy was the Executive Director of CASA (Court Appointed Special Advocates) of Baltimore City for five years. Nancy says, “I feel like my career has led me to CCAI. I hope to bring positive relationships I have built over the years to CCAI‘s mission given the unique circumstance we find ourselves in today to meet the urgent need of orphans, adoptees, and foster youth." Local family officially adopts child via Zoom call with judge

During this time of uncertainty for many children, youth, and families, it is heartwarming to see people come together to build forever families and find innovative ways to serve children virtually. With the help of FosterAdopt Connect, the Wesley Family of Kansas City, Missouri were able to finalize the adoption of their son Jack, who they began fostering as an infant, in a video conference!

Republicans want more children to be adopted but there aren't enough people to adopt them and the children are left with foster families to care for them for the rest of their lives. Plus. it's too costly to adopt here in the U.S., anyway.
I am looking for children put up for adoption by foster parents for foster children in state custody and/or those sold to others after young women gave birth to them that live in group homes and I need help on this matter. Thank you in advance for your help on this matter.

I am writing to invite you to participate in my research study about family communication and functioning within adoptive families. You're eligible to be in this study if you have adopted a child from the U.S. at infancy (0-2 years old). If you decide to participate in this study, you will answer a questionnaire (about 10 minutes), and then we'll use the information to analyze data about adoptive families’ communication patterns and functioning. Thank you so much for allowing me to be a part of this year's celebration. My husband and I were incredibly blessed to be in the presence of so many beautiful selfless souls committed to making the entire world a safer place for all of God's children. While our son, and the other stuck Russian orphans, are not yet in the loving families they met in 2012, we fully celebrated with those who have been successful in completing their adoption journeys. We recognize that while our journey has indeed been difficult, the truly hard work is accomplished each and every day in the hearts and homes of adoptive families. All of you are true heroes and selfless servants; a rare sight for the world to behold. May onlookers take notice, and may they too search their hearts, and engage themselves in the battle for the innocent and vulnerable children of the world. Mentoring, fostering, hosting, adopting, rescuing from the streets &/or sex trafficking...whatever it is you do- keep up the good work! One sweet day you will hear- "Well done, my good and faithful servant." CCAI, may the work of your hands continue to be blessed.
