Remarks by President Jair Bolsonaro at the launch of the IDB Amazon Fund for Sustainable Development and Bioeconomy

March 18, 2021

Dear Heads of State,

Mr. Mauricio Claver-Carone, President of the Inter-American Development Bank,

It is a pleasure to participate in the launching of the Amazon Fund for Sustainable Development and Bioeconomy.

Once again, we are showing Brazil’s commitment and that of the countries of the Amazon region to the conservation and sustainable use of the rainforest.

For this project we rely on the experience, knowledge, and partnership of the Inter-American Development Bank, for which I am very grateful.

Our government takes pride in the fact that one of the priorities of the Fund is to promote the bioeconomy. This was Brazil’s main request to the IDB when we proposed the creation of the Fund in 2019.

We were also very pleased that the other countries in the region have welcomed this important and innovative financial instrument.

Sustainable development and ending illegal deforestation depend on the value we place on the Amazon economy as we improve the quality of life of the local population. For this reason, we are working to create jobs and provide products and services that use the forest's resources in a sustainable way.

We want this effort to result in tangible gains and benefits for the 34 million people who live in the Amazon region, both in Brazil and our neighboring countries.

Another request we presented to the IDB concerns the effectiveness of the funded projects and transparency of expenditures. With so few international resources made available to developing countries, we must ensure that the projects financed by the Fund generate positive and concrete results, without delays, waste, or misappropriation of funds.

The public sector is a decisive actor in the process of sustainable development in the Amazon. The Fund will act in a way that respects national priorities and the sovereign interests of each country. We must not, however, put aside the versatility, innovation, and investment capacity of the private sector, which will be fundamental to the realization of projects.

In Brazil, over the past six months, thanks to my government’s initiatives, we saw a 20% drop in deforestation alerts compared to the same period last year. We managed to avoid the deforestation of an area equivalent to a thousand square kilometers.

Our efforts are focused on achieving similar results in the coming months. We will be assisted in this task by the Amazônia 1 satellite, launched at the end of February. It is the first entirely Brazilian-designed, tested, and operated Earth observation satellite.

We are also moving forward with our agenda of financing the sustainable development of the Amazon. Through the "Floresta+" program, we are going to value preservation actions in that biome by investing more than 500 million reais in the development of a payment mechanism for environmental services.

With the "Adopt a Park" program, we will bring resources to the federal conservation units through partnerships with individuals and companies, both Brazilian and foreign.

I should also point out that Brazil has deposited the instrument of ratification of the Nagoya Protocol to the Convention on Biological Diversity. With this, we hope to encourage the sharing of benefits from the economic use of our biodiversity resources.

I am also very optimistic about the interactions between the IDB Fund and the Amazon Cooperation Treaty Organization (ACTO) which may lead to far-reaching projects and initiatives.

ACTO has accumulated knowledge about the region over decades. Besides, it is composed exclusively of Amazon countries and is firmly committed to sustainable development and environmental preservation.

I am convinced that the launching of the IDB Fund represents yet another opportunity for our countries to unite around a noble and common cause that benefits the environment and the communities that live throughout the Amazon region.

The transfer of the Portuguese monarchy to Brazil, an unprecedented event in history, is considered an initial milestone in the country's independence process, concluded in 1822.

The Minister of Foreign Affairs, Ernesto Araújo, and the Minister of the Environment, Ricardo Salles, held a virtual meeting with the U.S. Special Presidential Envoy for Climate, John Kerry, on the afternoon of February 17.

On the occasion, possibilities for cooperation and dialogue between Brazil and the U.S. on climate change and on combating deforestation were addressed.

The two parties also agreed to deepen bilateral dialogue in the above-mentioned areas, through a structured process of frequent meetings, intending to search for sustainable and lasting solutions to common climate challenges.
