Today, as our Nation celebrates Independence Day and marks 250 years of American history, we honor the generations of Hispanic Americans who have helped shape our Nation every step of the way.
From military service and public leadership to entrepreneurship, education, science, agriculture, the arts, and community building, Hispanic Americans have strengthened our democracy and enriched our shared story.

Ten years ago today, Congress enacted PROMESA, imposing an unelected Fiscal Oversight and Management Board on the people of Puerto Rico 🇵🇷

NHCSL stood virtually alone among national Hispanic organizations in opposing this undemocratic law from the very beginning. We warned that it offered no credible path to economic recovery, no meaningful tools to address Puerto Rico's structural challenges, and no vision for a stronger, more prosperous future.

A decade later, the results speak for themselves. Hundreds of thousands of Puerto Ricans have left their homeland in search of opportunity. The Island remains subject to an unelected, unaccountable Fiscal Oversight and Management Board that answers to Washington—not to the people of Puerto Rico.

Ten years is enough.

Congress must end this failed policy. It must dismantle the Fiscal Oversight and Management Board, return governing authority to Puerto Rico's democratically elected leaders, and finally provide the Island with the tools it needs to rebuild its economy, create opportunity, and secure a more prosperous future for its people.
