DCHA celebrated and honored 18 students who each received a Commitment to Excellence Scholarship this year. The celebration took place at the EnVision Center and featured remarks from DCHA staff, a dance performance from scholarship recipient Promise Brown, and a keynote address from Jessica Brown, the founder of College Gurl and President of The College Gurl Foundation.

A Historic Step Forward for Affordable Housing

The Phoenix IDA applauds the passage of the bipartisan 21st Century ROAD to Housing Act and extends our sincere thanks to Arizona's congressional delegation members who supported this landmark legislation.

Affordable housing is one of the most pressing challenges facing communities across Arizona and the nation. By bringing Democrats and Republicans together around practical, forward-looking solutions, this legislation demonstrates what is possible when leaders work across the aisle to address a shared priority.

We congratulate Senators Ruben Gallego and Mark Kelly, along with Representatives Yassamin Ansari, Greg Stanton, Juan Ciscomani, Abraham Hamadeh, Paul Gosar, Adelita Grijalva and Eli Crane for supporting this important effort to expand housing opportunities, encourage new housing development, and help more families achieve the dream of homeownership and access to affordable rental housing.

At the Phoenix IDA, we use public-purpose finance to expand affordable housing and homeownership across our city. In 2025, that meant $432 million in capital, 794 affordable housing units funded, and 750 families helped into homes through programs like Home in Five.

We know that strong communities begin with stable, attainable housing. We look forward to continuing our work with partners at every level to help create more affordable housing opportunities throughout Arizona.

Q: What Does Down Payment Assistance Actually Do?

For many homebuyers, the biggest challenge is not the monthly payment but getting past the upfront costs. Here’s a simple example: A family buying a $300,000 home with an FHA loan may need about $10,500 for the down payment.
