Our sincerest to our public safety partner Officer Courtney Hart of the Fourth District Washington Metropolitan Police Dept. who visited the PSCC work site to show his appreciation to the dispatchers, call takers, 311 employees, and the AMR - Capital Region staff. Officer Hart was so gracious in his visit and provided breakfast which consisted of Dunkin Donuts coffee and donuts and Chick-fil-A chicken biscuits and hash browns for each employee. The staff was overwhelmed with appreciation for such a kind and caring heartfelt gesture.

When applying for VOEMS VMT LLC and AMR applied for a NON-EMERGENCY transport agreement only. It was also agreed upon with Fairfax County with the board of directors approval of the business asset acquiring and formation of VMT LLC. Below is the definition of NON-EMERGENCY transport and it's intended purpose. I know American Medical Response mostly deals with emergency contracts with local and city jurisdictions but in northern Virginia it's called private ambulance service(transport). In virginia these vehicles are not considered emergency vehicles and are considered for hire only. They are technically not covered under emergency vehicle response and your assuming a massive liability.
Not bashing the company in any way! Just very curious tonight so I did some research. People have no idea who is even paying them. A cool factoid for people interested in what happened to PTS, it's acquisition and non emergency status in Virginia. You can see the photos listed below. Fairfax County and VAOEMS submissions.
American Medical Response owns Virginia Medical Response LLC which purchased Physicians Transport Service and assets. They kept the trade name to continue the the legacy(which is nice since they have a huge history in northern Virginia).
Non-Emergency definition:
"Non-emergency transports are considered when the ambulance supplier is providing transportation service due to the patient's condition requiring stretcher transport."
Technically non-emergency transports are a non emergency or non urgent response to and between facilities, dialysis facilities, facilities to residence and facility to hospice. The law is vague but non-emergency ambulances should not be responding emergency to facilities for pick up or during transfer. This is why a non-emergency ambulance was called. The only way non-emergency transport happens is if the patient is stabilized and prepared for transport. The only reason a non-emergency ambulance(BLS, ALS or SLC) should be running emergency is if the patient becomes unstable. This is the reason an emergency medical technician is required. Yes, I have been guilty of "stretching this definition using medical necessity" and I know it wasn't right. If it is an emergent transport the local emergency EMS agency should transport. A good example would be from a stand alone ER. The local service should technically be utilized and a plan should be in place for reimbursement. That plan could be numerous things including up to "contracting a provider." A great example is that AMR provides emergency(for the tax payers) and non-emergency transport(for hospital corporations) in the District of Columbia.
Please address this promptly.
I was sent a crew that didn't have the equipment that they needed to transport me. I live in a building without elevators. I live on the second floor. I had to wait for another crew to come so they could use their transport chair making me wait for another crew to come delaying my transport to the hospital. Give them the equipment that they need.

Does your FEMA team include Telecommunicators? I'd love to be on a list to help in situations like Hurricane Harvey, but MD, it seems no longer has a TERT team. I have taken all the online FEMA courses for Incident Command and the Basic TERT class. Can you point me in a direction maybe?
