National Maritime Law Enforcement Academy (NMLEA) https://nmlea.org The objective of the Academy is to provide law enforcement agencies the best possible maritime training this country has to offer.

The National Maritime Law Enforcement Academy provides education and training for law enforcement personnel as well as for the critical infrastructure industries located on or near the maritime environment. Besides improved tactical operations within an agency, this education also covers coordination among applicable agencies at times of catastrophic events exercising the National Incident Manage

ment System (NIMS). Our training units are mobile and we bring our training to your agencies. By coming to you, we save both your agency and the taxpayers significant money. As a non-profit organization, we are politically neutral and assess the officers, agents, and agencies in a fair and impartial manner. Many classes presented around the country teach tactics and skills oriented to equipment which officers or agents may never use or have available within their agencies. Our programs are different as they are uniquely designed to use each agency's specific assets in order to increase the officers’ awareness in the capabilities of those assets, and how best to use them to the officers’ and the agency's advantage. The key to raising the level of professionalism, proficiency, and officer safety and survival is to customize the training to utilize the actual assets and equipment used by those officers in the field. This is our method and we do it well.

Monday night, watchstanders received a call from the motor vessel EPIC HEDRON that a crewmember was suffering from abdominal pain about 18 miles offshore Venice, Louisiana.

The heavy fog and low visibility conditions made a medevac from a helicopter too risky, so a U.S. Coast Guard Station Venice 45-foot RB-M boatcrew launched and navigated through the fog to medevac the crewmember.

Station Venice transferred the crewmember back to awaiting EMS at the station. He was last reported to be in stable condition.

The rescue crew consisted of BM2 Angstadt, BM3 Butcher, BM3 Quintero, MK3 Flenniken, and MK3 Evans(pictured).

In October of 2021, Officers assigned to the Massachusetts Environmental Police Offshore Patrol Boats initiated an investigation into the illegal sale of Blue Fin Tuna, a federally regulated highly migratory species. Through their investigation, officers discovered that several blue fin tuna had been sold illegally to a Gloucester fish market. Criminal charges were taken out against the Captain of the vessel in Gloucester District Court. In late November 2022, the Captain signed a plea deal with the Commonwealth and paid $13,000 in fines for the illegal sale of the fish.

It is illegal for an individual without a commercial permit issued through the Department of Marine Fisheries to sell any fish that they catch; additionally, it is illegal for a fish house to purchase fish from an unpermitted individual. These requirements assist the Division of Marine Fisheries and NOAA to regulate catch quotas that are in place to ensure the long term survivability of fish species.

2012 SCPO Terrell Horne III made the ultimate sacrifice in the line of duty. On Dec. 2, 2012, Horne was serving as the Executive Petty Officer aboard Coast Guard Cutter HALIBUT, operating out of Marina Del Rey, CA. He died from injuries sustained while conducting maritime law enforcement operations off the California coast.

Cutter HALIBUT was investigating a panga-type vessel suspected of narcotics smuggling after it was detected by a Coast Guard maritime patrol aircraft. When HALIBUT’s small boat approached, the suspect panga-type vessel maneuvered at a high rate of speed directly towards the small boat and struck it before fleeing the scene.

At the last minute, in an attempt to safeguard his fellow crewman, Horne pushed him away from the collision. Despite this effort, Horne and the other crewmember went overboard. Injured, both were immediately recovered.

While the other crew member had minor injuries, it was quite apparent that Horne had sustained a traumatic head injury. Cutter HALIBUT’s crew quickly recovered the small boat and boarding team and immediately administered first aid. The cutter returned to port where emergency medical service units pronounced Horne deceased.

For his heroic actions Terrell Horne III was posthumously promoted to Senior Chief Petty Officer.
