July 24, 1942 - Postal Inspector William Kenyon is named acting chief of the Army Postal Service during World War II. After starting his career as a young man cleaning mail bags, Kenyon rose to become a prominent member of the Postal Inspection Service.

After years spent working his way up the ranks of the Postal Service, Kenyon was appointed a Post Office Inspector on August 9, 1906. He served in the New Orleans, Austin, Cincinnati, and New York Divisions before being assigned to France with the American Expeditionary Forces in 1917 during World War I.

Throughout 1919 and 1920, Kenyon served as the chief of the Postal Express in France, Germany, and Luxemburg, and he oversaw the creation of an organized system to get mail to soldiers during the war. After World War I, Kenyon returned to the States where he was assigned to the Pittsburg Division until his promotion to assistant chief Post Office Inspector in 1931.

In 1939, Kenyon was given the special appointment to study mail service for the armed forces in preparation for Word War II. This led to the agreement between the Post Office Department and the War Department that would leave mail distribution during times of war and emergency in the hands of the Post Office Department.

Inspector Kenyon’s success earned him the title and respect of being a colonel in the armed forces. His ideas regarding the organization of soldiers’ mail distribution and APOs (Army Post Offices) are still widely used today.

After being notified of a series of mail thefts at the Atlanta airport, Postal Inspectors uncovered a credit card theft ring responsible for hundreds of stolen cards and over $2.3 million in attempted fraudulent purchases.

In March 2016, Barclaycard contacted Postal Inspectors about potentially fraudulent purchases made in Atlanta, GA. Upon investigation, inspectors discovered the credit cards were stolen from the mail while being transported at the Hartsfield-Jackson International Airport.

Based on phone data used to activate the stolen cards, inspectors identified Quentin Pickett as a suspect. Pickett was then recorded on surveillance video using the stolen cards to make withdrawals from ATMs. But he wasn’t acting alone.

Cornelius Henderson, through his employment with United Airlines, stole mail containing credit cards from secure baggage areas at the airport and gave them to Pickett. Brandon Foster, a bank teller for Wells Fargo, and LaSuhn Turner also helped in obtaining money from the stolen cards.

By using intelligent barcode tracking, another conspirator was discovered. Treveyon Herring was abusing his position as a mail pre-sorter to steal credit cards, despite being employed for only two weeks. In an interview with inspectors, Herring confessed and identified Pickett as the ringleader.

Each conspirator was indicted and pled guilty to wire fraud and aggravated identity theft. Pickett, Henderson, and Herring received prison sentences ranging from 24 to 81 months plus restitution owed, while Turner and Foster were sentenced to 36 months’ probation plus restitution.

In 1940, the Postal Inspection Service established the National Forensic Laboratory near Washington D.C. This state-of-the-art facility is staffed by highly trained forensic scientists and technical specialists who play key roles in identifying individuals who have committed postal crimes.

The Forensic Laboratory Services (FLS) is split into four departments - Questioned Documents and Imaging, Fingerprints, Physical Sciences, and Digital Evidence. These units analyze a wide variety of evidence, including weapons, explosives, hairs, drugs, fingerprints, handwriting, counterfeit postage, computers, cell phones, and more.

In fiscal year 2023, FLS examined over 1 million items, including 378 terabytes of data. As a result, they helped to identify more than 2,200 suspects. Over the course of the year, the FLS Incident Response Team responded eight times to different locations in the United States to provide inspectors with onsite crime scene support.

Although criminal forensics is a field that is constantly evolving, FLS stays at the forefront of change to support the Postal Inspection Service and ensure the success of our mission.
