Last week, we said goodbye to LN1 Steward who has been a steadfast leader in Command Services since 2019, not to mention our 2021 Sailor of the Year. On 30 August, RLSO NDW held a Change of Command where CDR Sara de Groot was relieved as commanding officer by CAPT David Gonzalez. CAPT Mark Klein presided over the ceremony. Thank you to CDR de Groot for all your hard work as CO, and welcome aboard to CAPT Gonzalez!

A few weeks ago, I had the incredible opportunity to go underway. I learned a great deal both from shadowing the legal team onboard and from meeting with various departments to hear about their work, how they support the ship, and how they interact with JAGs. Perhaps the single most valuable piece of this underway, though, was the opportunity to see a different side of the Navy. Not only did I get to experience living and working on a warship at sea, but I also had the opportunity to meet many people I would not have otherwise had the occasion to interact with. The JAG Corps has a very specific mission and sometimes this can obscure the bigger picture. One of the ways this manifests itself is in the very few opportunities we have to interact with sailors—particularly junior enlisted sailors—outside of the realm of discipline. My week underway allowed me the opportunity to meet countless phenomenal sailors who are proficient at their jobs and passionate about their work. I am extremely grateful for this frame of reference and for the enhanced understanding of the challenges and stresses underway sailors face. I am confident that what I learned during this experience will benefit me in my career going forward and I would highly recommend similar opportunities to other FTJAs.

PCS On Hold? Why You Might Want to Visit Legal Now

Sailors waiting out the 60-day hold on Permanent Change of Station moves should consult their local Legal Assistance Office before notifying a landlord of intent to terminate their lease or even if they need to negotiate an extension.
In situations like this, Congress has given military members wide ranging protections under a 2003 law known as the Servicemembers Civil Relief Act.
Known as the SCRA, the law’s legal reach protects service members when signing rental agreements or negotiating credit card rates as well as postpones mortgage foreclosure and some civil judicial proceedings for those on active duty in the military.
This is important because once the travel ban is lifted and Sailors are given adjusted transfer dates, there are situations where they could lose some or all of their SCRA lease termination protection if they don’t handle things correctly up front.
For example, Sailors should be aware if they negotiate a lease extension while in receipt of PCS orders -- even if the orders are subsequently modified -- they risk jeopardizing their lease termination protections under the act.
So, if you have received, or are expecting to receive, PCS orders and have not yet terminated your current lease, you should consider waiting until the Navy lifts the stop-movement order and reauthorizes PCS moves. Even once the travel ban is lifted, it may take some time to turn your move back on.
However, if you have already requested an early lease termination under the SCRA, seek immediate from your Legal Assistance Office in contacting your landlord to request a voluntary lease extension.
Any agreement to re-let or extend a lease, however, should be written and signed by both you and your landlord with specific language that protects you from losing SCRA protections.
If your landlord won’t give the extension, it’s not the end of the world, but you may have to relocate on an interim basis.
Under Joint Travel Regulation Section 051904(b), a short-distance move may be authorized when vacating local private-sector housing because of an involuntary tour extension. You could also contact the local transportation office to request the short-distance household goods move allowed in Chapter 5 of the same travel regulations.

Naval District Washington has directed all installations within the region to elevate current Health Protection Condition to Charlie (minus). NDW installations include
Joint Base Anacostia-Bolling, Naval Air Station Patuxent River, Naval Support Activity Bethesda, Naval Support Activity Washington, Naval Support Activity Annapolis, and Naval Support Activity South Potomac. Be sure to follow their pages for installation specific measures.
At this time, Navy installations will not completely lock down a base nor conduct medical screenings at entry control points. The current number of cases in the U.S. and potential exposure during CDC's "sustained community transmission" and current DoD guidance warrant formalizing the increased health protection measures that most people are already implementing, such as continuing strict hygiene (no handshaking, wipe common-use items); social distancing, postponing/cancelling non-essential activities, avoiding large groups of more than 10 people and if exposed, consulting medical personnel and self-isolating per CDC guidelines. These efforts are done to safeguard our ability to continue to defend the homeland.
Examples of actions taken during HPCON C (minus) include:
- Cancel installation sponsored events.
- Reduced personnel at public institutions (essential personnel only).
- Direct telework plans.
- Practice social distancing.
As individuals you should continue to:
- Avoid unnecessary contact with others, such as shaking hands and hugging.
- Avoid unnecessary travel, especially to areas known to be experiencing active disease transmission.
- Ensure supplies of food, medication, and other items needed for babies and pets are available to last at least 14 days.
- Prepare for travel restrictions and cancellation of public gatherings, such as school, religious, and other community activities; make alternative arrangements for childcare.
- Observe local guidance on movement restrictions and access requirements for military installations.
- Seek guidance from employers and unit leaders about changes to work practices (e.g., telework) and training events.
- Comply with medical orders for self-isolation or quarantine.
- Take everyday actions to stop the spread of germs.
DOD bans all domestic travel for personnel and families amid coronavirus crisis
The restrictions will be in effect until May and will limit troops to local leave only.
