Tokyo is addressing many of the institutional barriers that have historically limited deeper intelligence cooperation. While membership in the Five Eyes partnership remains far from guaranteed, these reforms bring Japan closer to the standards and capabilities expected within the Five Eyes.

Japan is modernizing its intelligence architecture, raising the prospect of eventually becoming the “Sixth Eye” within the Five Eyes.

Ukraine’s long-range bombing campaign on Russian oil infrastructure has disabled 20 to 42.7 percent of Russian refining capacity, leaving Russia with an excess of crude oil and a deficiency in fuel. Russia is currently seeking to import fuel to meet its needs, opening an opportunity to introduce new sanctions on fuel exporters who are now selling to Russia.

The U.S. has reached a decisive moment in maintaining its global favorability and international legitimacy. To maintain its traditional global leadership role, the U.S. must undertake an effort to reassess the misalignment between its actions, its rhetoric, and the perceptions of foreign publics.

A new Pew survey shows China overtaking the U.S. in global favorability for the first time, driven largely by declining confidence that Washington respects its own citizens' freedoms, even as the country works to present a more "uplifting" version of its own history.
