Dairy and livestock operations have had limited access to the current H-2A program, leaving them without a legal temporary workforce to keep their operations running at full capacity throughout the year.
The bipartisan Securing Agriculture's Workforce Act (H.R. 9535) fixes that challenge. By removing the outdated seasonal requirement, modernizing the H-2A guestworker program, and clarifying that farmer cooperatives can participate on behalf of their members, the bill gives all agricultural operations access to a temporary legal workforce they have long been denied. It also codifies wage rate methodology to give farmers the cost certainty they need to plan ahead.
America has lost approximately 175,000 farms since 2017. Every season without a fix increases the chances of another farm being lost.
