Human Capital Strategy FY 2017-2022

The CNIC Human Capital Strategic Plan (HCSP) Fiscal Years 2017-2022 is part of a multi-year initiative to help the organization optimize resources for efficient and effective mission achievement by projecting long-term, data-supported planning, and management of the total workforce. The plan provides a framework and way ahead for the command to achieve a vision of being recognized as an elite organization represented by an empowered, engaged, inclusive and agile team.

The HCSP was developed in direct response to a requirement outlined in the CNIC Strategic Guidance and FY17 Objectives to create a command-wide Human Capital Strategic Plan to address talent acquisition, diversity and overall workforce support. Additionally, the plan addresses a NAVADMIN released in March 2017 by Chief of Naval Personnel, which directed all Echelon II commands to establish a civilian workforce strategy that aligns to the CNO’s Navy Civilian Workforce Framework goals and measures outcome-oriented effectiveness. The CNIC HCSP provides Lines of Efforts and objectives to address the CNIC Strategic Guidance and CNO Navy Civilian Workforce Framework with emphasis on strengthening the Navy team.
