As part of the Office of Policy and Program Analysis (OBO/COMP/P), this role is the centralized point for conveying oversight and accountability information to Congress, the Government Accountability Office (GAO), and the Office of the Inspector General (OIG), to name a few external entities.

This is a Personal Services Contractor (PSC) position. The selected candidates will be hired as non-status, non-permanent employees and will not acquire competitive or excepted service status. Contracts are for one year, renewable up to four years, and often serve as stepping-stones for long-term U.S. Department of State careers.

If eligible, and with supervisory approval, telework and remote work arrangements may be permitted. In his recent visit to Nairobi, Kenya, OBO Director Will Moser met with the U.S. embassy's facility management team and local staff, expressing gratitude for their crucial role in maintaining the smooth operation of the diplomatic mission. Their deep understanding of the local landscape positions them as an invaluable asset, addressing the unique challenges and opportunities in Kenya.

Additionally, Director Moser toured the new Rosslyn Grove diplomatic housing complex, designed to foster shorter commutes and provide a safer, more sustainable living environment for the U.S. embassy community in Nairobi.

A big thank you to the facilities management team for their unwavering efforts, and an extension of appreciation to the individuals who played a pivotal role in turning Rosslyn Grove into a reality!

Earlier this month, OBO’s Managing Director for Operations Chelsea Bakken had the honor of addressing a panel at the . During the discussion, she highlighted the indispensable role of collaboration with the private sector in ensuring that our diplomatic missions remain modern, efficient, and resilient. The panel, moderated by Michelle Quinn, featured insightful contributions from fellow experts John Stever, Chuck Pope, and Brian O’Neill, and provided great insight into government acquisitions.

The summit drew over 400 from the stability operations community, comprising private sector companies engaged in contingency/emergency operations, think tanks, academics, and government officials.

Last week OBO had the opportunity to speak to the small business community at Society of American Military Engineers (SAME) Small Business Conference (SBC). OBO’s Brent Derrick and Sharmeena Salam-Haughton represented the Bureau during the three-day conference in San Antonio, Texas, where we shared a booth, engaged in matchmaking sessions, and presented along with the Bureau of Administration's Office of the Procurement Executive (AQM) and the U.S. Department of State's Office of Small and Disadvantaged Business Utilization. Sharmeena was able to present with AQM on OBO’s program, future opportunities, and avenues of partnership.

An on-site wastewater treatment plant ensures that irrigation and cooling tower replenishment won't deplete potable water resources. The site design prioritizes substantial forested and native areas, fostering connectivity with nearby green spaces, promoting local ecosystems, and significantly reducing water demands for landscape maintenance, reflecting our strong commitment to eco-diplomacy and sustainability.

In parallel, 's ongoing embassy and consulate construction projects in the region are making progress towards achieving a minimum LEED Silver or Gold certification across the board. Multiple completed projects have already attained LEED Gold status, underscoring our dedication to sustainability and environmental excellence.

is celebrating National Fire Protection Association (NFPA)'s Fire Prevention Week with our Office of Fire Protection. For this year's campaign, "Cooking safety starts with YOU. Pay attention to fire prevention™," we will be sharing fire safety tips and information about our Office of Fire Protection and their ongoing work to prevent tragic fire-related accidents at our diplomatic facilities overseas.

Cooking fires constitute 15% of annual Department of State incidents. To enhance safety, ensure accessible fire extinguishers in Posts and residences. Follow these key safety tips to prevent fires:

- Never leave cooking unattended, as fires can ignite in seconds.
- Keep combustible materials (e.g., paper towels, potholders, curtains, and food items) away from hot surfaces and flames.
- Maintain cleanliness in cooking areas, including surfaces, ovens, microwaves, and appliances—regularly clean kitchen hood exhausts and vents.
- Always turn off appliances before leaving the house or going to bed. At work, switch off appliances when done and before departing for the day.

The new embassy project envisions the current 28-acre site as a vibrant embassy compound, adeptly serving the evolving demands of diplomacy while harmoniously complementing the historic chancery designed by Edward Durell Stone, who is known for iconic buildings such as the Kennedy Center in Washington D.C.

Sonia fulfilled her dream of an international career when she brought her master's degree in architecture from the Massachusetts Institute of Technology to a unique public service career. Ten years ago, she became a Construction Engineer in the U.S. Foreign Service, where she has worked on U.S. Embassy construction projects of different scales and complexities, constantly engaging in intellectually challenging work.

Each day, as Sonia works across cultures, communities, and foreign governments, she understands the meaning of diplomacy. However, until she joined OBO, she had never met a U.S. diplomat except through the movies.

OBO employs Civil Service, Personal Services Contractor, and Foreign Service professionals with various backgrounds, including but not limited to Industrial Hygienists, Fire Protection Specialists, Civil/Mechanical/Electrical/Industrial/Structural Engineers, Architects, Real Estate professionals, and Facility Managers.

With a master’s degree in industrial hygiene from the University of Puerto Rico and her Certified Industrial Hygienist and Certified Safety Professional credentials, Irelys decided to join OBO after working in the private sector and for the U.S. Army. Her desire for intellectually challenging work and love of travel led to her current position, which has opened her eyes to the world and allows her to meet and engage with individuals from other cultures. Being bilingual offers her the ability to speak Spanish with local employees when working overseas and gives her insight into how bilateral relationships are strengthened.

OBO's 2023 Industry Advisory Group Annual Meeting brought together a diverse and dynamic audience of nearly 300 attendees, both in person and virtually. We were honored to host not only our peers but also valued industry partners and colleagues from esteemed institutions nationwide.

Dr. Jiqiu (JQ) Yuan delivered the keynote address on the topic of natural hazard mitigation and the substantial benefits of resilience investments. In response to the keynote, OBO Managing Director for Construction, Facility & Security Management Tracy Thomas moderated a panel discussion on the topic of mitigating diplomatic, sociological, and security risks associated with natural hazards.

Rounding out our day OBO's Managing Director for Planning and Real Estate Victoria Hartke guided an insightful discussion on the evolving future of the workplace, with our peers offering valuable insights into this rapidly changing landscape.
