Dear Ambassador: I am dismayed to learn of the continued prosecution of civil society and humanitarian workers belonging to Azul Positivo. Johan León Reyes, Yordy Bermúdez, Layners Gutiérrez Díaz, Alejandro Gómez Di Maggio, Miguel Guerra Raydan, and Luis Ferrebuz are all prisoners of conscience, and their release from detention needs to be unconditional, not subject to criminal charges and restrictions to their freedom. Azul Positivo’s work as a humanitarian organization is laudable and much needed in Venezuela. Their work must be safeguarded and celebrated, not criminalized. I call upon you to ensure the prompt and unconditional end to the prosecution of all the staff of Azul Positivo and to end the harassment, prosecution, and censorship of all civil society organizations working to protect the rights of all Venezuelans.
Ensure the immediate and unconditional end to the prosecution of all the staff of Azul Positivo and end the harassment, prosecution, and censorship of all civil society organizations working to protect the rights of all Venezuelans!
I am a retired college admissions and records officer. I live in rural southern Illinois. I am writing regarding the prosecution of humanitarian workers belonging to Azul Positivo. Fifteen members of the General Directorate of Military Counter-Intelligence visited the headquarters of Azul Positivo, on January 12, 2021. They subsequently arrested Johan León Reyes, Yordy Bermúdez, Layners Gutiérrez Díaz, Alejandro Gómez Di Maggio, Miguel Guerra Raydan, and Luis Ferrebuz. Azul Positivo is a non-governmental and humanitarian organization that since 2004 works to promote inclusion, understanding and treatment to HIV+ patients, as well as transversal issues such as sexually transmitted infections, diversity and sexual violence. Since 2006, they have developed community-based projects in various towns and cities in Zulia State (Western Venezuela). Through their work, they have contributed to the work of state public health entities, such as the National Service of Medicine and Forensic Sciences, the Regional AIDS Programme and the Ministry of Health. They have also been an ally of United Nations System agencies such as UNAIDS, UNHCR and UNFPA, implementing projects on the border with Colombia on sexual and reproductive health. On January 14, all five of the above detainees were brought before an ordinary civilian court and formally charged with trumped up crimes, namely unlawful acquisition of goods and services, money laundering and association to commit crimes. They are under restrictions, solely because of their peaceful exercise of their rights to freedom of association. They are prisoners of conscience and I appeal to you to immediately and unconditionally stop the prosecution of the staff of Azul Positivo.
Extremely important to release unconditionally: Johan León Reyes, Yordy Bermúdez, Layners Gutiérrez Díaz, Alejandro Gómez Di Maggio, Miguel Guerra Raydan, and Luis Ferrebuz. These people are prisoners of conscience, jailed solely for peaceful advocacy. It is imperative to stop the prosecution of all Azul Positivo staff and end the harassment, prosecution, and censorship of all civil society organizations protecting the rights of all Venezuelans.
Dear Ambassador Vecchio,We are concerned and dismayed to learn of the detention of civil society and humanitarian workers belonging to Azul Positivo, by officers in the Directorate of Military Counterintelligence (DGCIM) in Maracaibo on 12 January.Johan León Reyes, Yordy Bermúdez, Layners Gutiérrez Díaz, Alejandro Gómez Di Maggio, Miguel Guerra Raydan, and Luis Ferrebuz were arbitrary detained without warrant. Although Miguel Guerra has reportedly been released, the others were held without access to lawyers or family.Azul Positivo’s work as a humanitarian organization is admirable and critical given the dire human rights situation in Venezuela. Their work must be guaranteed, protected, and celebrated – not criminalized.WE call upon you to ensure the immediate release of all the staff of Azul Positivo and to end the harassment, criminal prosecution, and censorship of all civil society organizations working to protect the rights of all Venezuelans, particularly those in most need.Yours sincerely, Gerritt and Elizabeth Baker-Smith, Portsmouth, VA, USA

Dear Ambassador, I write urgently on behalf of Azul Positivo and its staff members who have been arbitrarily detained and are prisoners of conscience. Johan Leon Reyes, Yordy Bermudez, Layners Gutierrez Diaz, Alejandro Gomez Di Maggio, Miguel Guerra Raydan, and Luis Ferrebuz were taken on 12 January by DGCIM officers in Maracaibo. Azul Positivo is a humanitarian organization only. Their work is to be admired and is much needed and must be guaranteed, protected and celebrated----and not criminalized. I call on your government to release all the staff of Azul Positivo at once and without any conditions. I call on your government to end the harassment, prosecution, and censorship of all civil society organizations working to protect the rights of Venezuelans. Thank you for your kind consideration and prompt actions on their behalf. Sue Safford
