GSA SmartPay data mining tools allow A/OPCs to scan purchasing data to detect patterns, trends, and/or anomalies for use in risk management, spend patterns, and other areas of analysis.
Help! Am I tax exempt when using my GSA SmartPay charge card? 1: Go to smartpay.gsa.gov/smarttax 2: Click on "Recognizing your Account" Do you have a CBA or an IBA? 3: Click on "Specific State Tax Information" and select the state. 4: Call the state POC for Questions.

49 years after GSA was established, the first GSA SmartPay contract was awarded and charge cards transformed the purchasing process. Today, GSA SmartPay supports over 560 agencies, enables $610B in spend, 2B transactions, and generates over $5.2B in agency refunds!
Which states do not exempt taxes when traveling?
Non-exempt states are highlighted in blue on the state tax map. This means that in these states the cardholder must pay state taxes when using an IBA travel card.
Your account is either considered a Centrally Billed Account (CBA) or an Individually Billed Account (IBA). It is important to know the difference because states treat taxes differently for each type of account. The type of account used can be determined by the business line (travel, purchase, fleet...
The 6th digit will indicate if your GSA SmartPay Travel Account is IBA or CBA. If it's 1, 2, 3 or 4 you have an IBA. If it's 6, 7, 8, 9 or 0 you have a CBA.
