Following four great in-person sessions, The Office of Unified Communications (OUC) and the Office of the Chief Technology Officer (OCTO) are excited to host a virtual DC 311 Resident Engagement Session as part of our citywide effort to shape the next generation of the District’s 311 mobile application.

This session is designed to gather firsthand feedback from residents and ANC leaders to ensure the new 311 app reflects real community needs across all eight wards. Whether or not you attended an in-person session, we invite you to join us virtually and share your input.

34 interns. Real projects. Lasting impact. 

This year, OCTO welcomed 34 Mayor Marion S. Barry Summer Youth Employment Program (SYEP) interns who tackled real-world tech projects across the agency: 

→ OCTO DCNET – Interns rotated through Intake, Voice Engineering, and Network Engineering teams, gaining hands-on exposure to how OCTO-DCNET supports the District’s IT needs and Anchor Community Organizations. 

→ Web Team – Completed Drupal training, worked extensively in Excel, helped close gaps in agency communication groups, and supported taxonomy and sitemap updates. 

→ Geographic Information Systems – Built Adopt A Dataset, a lightweight dashboard that scores datasets on AI readiness and reliability — turning an OCTO TANK idea into a working prototype to help DC agencies own their data narrative. 

→ Digital Ambassadors – Delivered hands-on tech support in the community, helping DC residents build confidence with their devices. 

→ Innovation Team – Four interns supported the 311 App Redesign and beta.dc.gov modernization engagements — turning community feedback into actionable insights. 

To further their professional development, interns took part in weekly technology demonstrations and presentations, meeting IT professionals across the District and at Amazon and Cisco. Huge thanks to Laura Dennis (Amazon) and Kat Bainbridge, PMP, LPM, APM (Cisco) for welcoming our interns and giving them a firsthand look at life in the tech industry!

On Tuesday, DC residents came together with District leadership to kick off the first of four community design sessions for the next DC 311 App. Attendees spoke directly with leadership, worked in small groups, and proposed new features and functions that will help shape how residents receive city services in the future. 

Thank you to everyone who came out to share your voice — this is just the beginning of building a better 311 App, together.

One region. Three jurisdictions. One shared goal: making sure every DMV resident can confidently navigate life online. 

Kevin Hughes, DC State Broadband Office Administrator (DC SBO) moderated the opening panel at the 2nd Annual DMV Digital Navigator Summit 2026 “The State of Digital Inclusion Across the DMV” — hosted by DC Public Library at the MLK Memorial Library! 

The panel brought together Digital Inclusion leaders from across the region representing DC, Maryland, and Virginia including: 

Joe Paul — Founder & CEO, OptimaNova AI (former CEO, Byte Back) 

Teri Mumm — Digital Navigation Manager, University of Maryland Extension–Marylanders Online 

Jennifer Skow — Digital Equity Coordinator, Arlington County, VA 

Digital navigators, tech helpers, and inclusion advocates from across the DMV gathered for a full day of skill-building and connection under the theme “Stronger Together: Digital Inclusion Across the DMV.” 

The DC State Broadband Office has also been recognized for its efforts regarding digital inclusion, and was recently awarded 
the National Digital Inclusion Alliance (NDIA) Trailblazer Award for the eighth consecutive year in a row. 

Digital Inclusion Trailblazers are municipal, county, or regional governments that are paving the way and providing excellent models for digitally inclusive communities. 

Grateful to the DC Public Library Foundation and Comcast NBCUniversal Foundation for making this free, region-wide event possible.

Tomorrow: Help Shape DC’s Next 311 App! 

DC Government is inviting residents into the design process — and we want your voice in the room. 

Tomorrow, The Office of Unified Communications (OUC) and the Office of the Chief Technology Officer (OCTO) kick off the first of four community design sessions this summer. Residents will work directly with District leadership — including OUC Director Heather McGaffin and Chief Technology Officer Stephen N. Miller — to shape the next version of DC’s 311 mobile app.

📍 Department of Buildings, 1100 4th Street SW, Marion Barry Conference Room, 2nd Floor 

Attendees will identify what’s working, what’s not, and co-design real improvements to one of DC Government’s most widely used digital tools. Language interpretation and ASL services are available upon request.
