Cuba 🇨🇺 called for a comprehensive and deep reform of the Security Council, including its working methods, to move toward a more transparent, democratic, and representative body that responds to the historical demands of the countries of the South.
During the Security Council open debate on its working methods, Cuba's Permanent Representative to the United Nations, Ambassador Ernesto Soberón Guzmán, reiterated the need to expand membership in both categories and eliminate the undemocratic veto power, which hinders the adoption of essential decisions and weakens the credibility of the body.
The Cuban diplomat questioned the persistence of closed formats, the insufficient consideration of the concerns of non-member States, and the adoption of decisions when substantive differences still exist. He 🗣 also denounced the provisional status that the rules of procedure have maintained since the creation of the Council and the selective manipulation of its methods and practices based on political and domination agendas.
Soberón Guzmán warned that the United States undermines the role of the Security Council through aggression, threats of the use of force, interference in the internal affairs of other States, and the imposition of unilateral coercive measures. In this context, he denounced the unprecedented intensification of the economic, commercial, and financial blockade against Cuba and the brutal energy siege imposed for more than six months, the effects of which he described as equivalent to those of a naval blockade.
Cuba 🇨🇺 reclamó una reforma integral y profunda del Consejo de Seguridad, incluidos sus métodos de trabajo, que permita avanzar hacia un órgano más transparente, democrático y representativo y responda a los históricos reclamos de los países del Sur.
Durante el debate abierto del Consejo de Seguridad sobre sus métodos de trabajo, el Representante Permanente de Cuba ante las Naciones Unidas, Embajador Ernesto Soberón Guzmán, reiteró la necesidad de ampliar la membresía en ambas categorías y eliminar el antidemocrático poder de veto, que obstaculiza la adopción de decisiones esenciales y debilita la credibilidad del órgano.
El diplomático cubano cuestionó la persistencia de formatos cerrados, la insuficiente consideración de las preocupaciones de los Estados no miembros y la adopción de decisiones cuando aún existen diferencias sustantivas. Denunció 🗣, además, la provisionalidad que mantiene el reglamento desde la creación del Consejo y la manipulación selectiva de sus métodos y prácticas en función de agendas políticas y de dominación.
Soberón Guzmán advirtió que Estados Unidos menoscaba el papel del Consejo de Seguridad mediante agresiones, amenazas de uso de la fuerza, injerencia en los asuntos internos de otros Estados y la imposición de medidas coercitivas unilaterales. En ese contexto, denunció el recrudecimiento sin precedentes del bloqueo económico, comercial y financiero contra Cuba y el brutal cerco energético impuesto durante más de seis meses, cuyos efectos calificó de equivalentes a los de un bloqueo naval.
