From the Iowa Department of Transportation page:

Scammers are going old school! This time, they're sending letters that mimic official government communications. These letters often include checks or registration vouchers to appear legitimate, but they are not from the government.

"There will never be any communication that comes from the Iowa DOT about vehicle warranty information," Iowa DOT Director of the Bureau of Enforcement, Auditing and Training Ryan Ridout said. "They're implying that it's coming from a government agency really to trick consumers."
