Death Investigation Following Deputy Response in Waterford

On June 4th, 2026, at about 7:30 p.m., deputies assigned to Waterford Police Services responded to a family disturbance in the 13000 block of Rivercrest Drive.

Upon arrival, deputies contacted Shane Harlan, 39, of Waterford. During the investigation, a family member signed a citizen's arrest complaint alleging that Harlan had caused approximately $800 in property damage. As deputies attempted to take Harlan into custody for vandalism, he resisted deputies' attempts to arrest him, resultng in a brief physical struggle.

Deputies were able to place Harlan in handcuffs; however, he continued to resist. A full-body restraint device (WRAP) was subsequently applied to safely control Harlan. He was then seated on the ground and remained under constant observation by deputies.

While under observation, deputies noticed Harlan become unresponsive and requested emergency medical personnel from Oak Valley Ambulance Service. Shortly thereafter, Harlan became unresponsive and experienced a medical emergency. Deputies immediately began providing medical aid, including CPR, as emergency medical personnel arrived. The restraint device was removed to allow medical personnel to continue life-saving efforts.

Despite those efforts, Harlan was pronounced deceased at the scene.

In accordance with Sheriff's Office protocol, detectives assigned to the Major Crimes Unit have assumed the investigation in collaboration with the Stanislaus County District Attorney’s Office. The circumstances surrounding Harlan's death remain under investigation. The official cause and manner of death will be determined following an autopsy conducted by the Stanislaus County Coroner's Office.

Additonal details will be released as they become available and as the investigation permits.

Fraudulent Calls Impersonating Sheriff's Office Demanding Money

We want to remind everyone that law enforcement agencies will never demand payment over the phone for any reason, including to clear a warrant or avoid arrest. These scams are designed to intimidate and exploit individuals into handing over large sums of money.

What to Do If You Receive a Suspicious Call:

1. Hang up immediately. Do not engage with the caller or provide any personal or financial information.
2. Call your local non-emergency line to report the incident. 209-552-2468.
3. Educate others. Share this warning with family, friends, and neighbors to help prevent them from becoming victims.

Residents are encouraged to remain vigilant and skeptical of any unsolicited calls requesting payment or personal information.

Waterford Police Services would like to inform residents, parents, and community members of an important matter that has recently come to our attention.

We have received reports regarding a game known as the "assassination game," currently being played by high school students in Waterford and surrounding areas. While this activity is not affiliated with or endorsed by the Waterford School District, we are deeply concerned about the potential risks associated with it.

This game often involves participants pursuing one another on foot or in vehicles. Additionally, reports have surfaced of individuals lingering outside residences or businesses and engaging in behavior that has caused alarm within the community. Such activities can lead to serious consequences, including unnecessary panic and potential law enforcement intervention. We strongly discourage participation in this game due to the significant safety hazards it presents. In addition, reckless driving and other unsafe behaviors place both participants and the public at risk.

Deputies are fully aware of this activity within our city and will be proactive in prohibiting reckless behavior putting our community at risk. We urge parents and guardians to engage in open discussions with their children about the dangers associated with such behavior. Encouraging responsible decision-making and reinforcing the importance of community safety is critical.

Two Suspects Arrested Linked To A Recent Shooting Incident

On February 5, 2026, Waterford Police Services (WPS) concluded an investigation into a shooting that occurred in the city on February 2, 2026. The shooting occurred behind the Pioneer Market, 12138 Yosemite Blvd, with no injuries reported. WPS, with the assistance of the Special Investigations Unit (SIU), located and arrested two local men in connection with this shooting.

The primary suspect of the shooting was identified as Diego Ochoa an 18-year-old male from Waterford. He was ultimately located and arrested in the City of Modesto, on February 4, 2026.

During a subsequent service of a search warrant at Diego’s residence to recover additional evidence, investigators identified a second suspect, Luis Ochoa, a 21-year-old male also of Waterford. As deputies attempted to detain him, Luis fled the scene, leading Deputies on a vehicle pursuit. Due to safety concerns, the vehicle pursuit was discontinued. Luis was later located and arrested in the City of Turlock. At the conclusion of this investigation, deputies located four fi****ms, two of which were confirmed stolen.

Diego Ochoa was arrested for assault with a firearm, discharging a firearm and brandishing a firearm. Luis Ochoa was arrested for receiving stolen property, obstruction and evading.

Waterford Police Services continues to investigate this incident. Anyone with information regarding this case is strongly encouraged to contact Detective Ruezga at (209) 525-7051 or make an anonymous tip by calling Stanislaus Area Crime Stoppers at (866) 602-7463.
