A big thank you to our COA Board Member, Alison Clapp, for capturing important highlights from the monthly Coffee With The Chiefs meeting and creating the informative article below!

We welcome the Watertown senior community to join the next morning or evening session!

COFFEE WITH THE CHIEFS
Tuesday, April 21, 2026
By Alison Clapp

Due to an early morning house fire in east Watertown, the Fire Department’s presentation was postponed. Fortunately, the Police Department stepped in to run the meeting. Kenneth Delaney, Captain, Field Operations which includes patrol, traffic and dispatch did a short explanation of the latter. Dispatchers need to be able to multi-task and work under pressure. Until recently dispatchers used the position as a stepping stone to join the police force, but today dispatch is a planned career path. Watertown 911’s number is always covered by two dispatchers: one generally taking police calls and the other fire calls. During busy times, however, they cover for each other, and if there is a large emergency, a third dispatcher may be called in. All potential dispatchers attend a 911 training school to learn the equipment and how to handle calls. Once hired by Watertown, there is an additional week’s training on the specifics for our city.

There were many questions for the police staff in attendance. In response to a question about crossing guards, cadets sometimes need to fill in for absences.

All officers are now wearing body cameras which were paid for with a grant. There is a state push for transparency, and the Watertown police feel that this is a helpful tool. They activate the camera when they receive a call and shut it off at its conclusion. The feeling is that it sometimes helps in de-escalating a situation when people know they are on video.

Officer Michael Scafidi spoke about his role with the Special Olympics. Several years ago he was asked to be the Watertown police’s representative to the program. In April he was part of a cruiser convoy and he also participates annually the first weekend in June for the Summer Games competition. For the second year the Watertown Police sponsored its own fundraising activity: a Polar Plunge. The first year they raised $20,000 and this year another $15,000. All the fundraising by the organization and its police partners means that there are no fees for the participants. Officer Scafidi talked about a fun, flag football event at Gillette. Watertown and Belmont jointly sponsor our communities as one. As many people are aware, the primary focus of the group is sports participation for children and young adults with intellectual disabilities.

There was a question about the promotion process in the department. This has changed a bit as the department no longer is part of the civil service process. The first step is studying for and then passing a written test which is now developed by our department. A big change is the emphasis on in-person assessment and interviews. While the revisions entail a longer process, the department believes that the new process is a more reasonable assessment of leadership and takes into account how candidates react in live situations. Watertown residents are strongly encouraged to consider joining the force. Clearly, the most heavily involved during the promotion process are the chief and the command staff. Both the Watertown Human Resources Dept. and the city manager, who has appointment authority, become involved a bit later. It took a year to develop this new process. Once an individual is approved for promotion, they can remain on the list for two years. If there is an opening during that time, three finalists from this list are interviewed by senior administration.

The process for hiring cadets starts with an interview as well as background and other checks. Cadets are reviewed every six months. Then they usually go to the police academy which requires completing high school and often college. Cadet programs are flexible with the expectation that cadets are either working or in school.

A final question concerned police input regarding traffic pattern changes and the response is that they are consulted.
