The Watervliet Arsenal (pronounced water-vleet) is an Army-owned and -operated manufacturing facility located in Watervliet, New York. The Arsenal is the oldest, continuously active arsenal in the United States having begun operations during the War of 1812. Today's Arsenal is relied upon by U.S. and foreign militaries to produce the most advanced, high tech, high powered weaponry for tank, howitzer, and mortar systems. Since our humble beginning in 1813, our products have helped hundreds of thousands of servicemen and women to safely come home from battle. The Watervliet Arsenal is also the home to the Army's Benét Laboratories, which is the Army's premier research and design facility for large caliber weapons. The Watervliet Arsenal is the only location in the Department of War that has a weapons research facility (Benét Laboratories) collocated with a weapons manufacturing facility (Arsenal), a synergy that is unmatched anywhere in the nation. The U.S. Army Watervliet Arsenal is ISO 9001:2015 and Army Contracting Performance-Certification Program Certified. The $1.6 billion dollar Arsenal manufacturing complex is situated on a 143-acre site and spans 72 buildings with 2.1 million square feet of manufacturing and administrative space. This National Historic Registered Landmark has an annual economic benefit to the local community in excess of $100 million. In addition to Benét Laboratories, the Arsenal is also home to 26 other military and civilian tenant organizations. We invite private industry to contact us for manufacturing and or office space at the Arsenal, which is in the center of New York's Tech Valley. The Arsenal is a 15 minute drive to the University of Albany and about 25 minutes away from the future site of Global Foundries in Malta. But more than land, equipment, and buildings, the Arsenal represents thousands of great Americans who have proudly served their country by supporting our Nation’s war fighters in every conflict for more than 200 years.

This morning we joined our community in honoring the life and service of Felix E. Etman and the Rensselaer County Honor a Veteran ceremony held at the county offices building in East Greenbush. Etman served in the U.S. Navy during World War II in the Pacific Theater as a DUKW, also known as a "Duck Boat", operator. During his service, he trained extensively in the Pacific for Operation Downfall, the planned invasion of Japan. For his service, Etman received the American Campaign Medal, Asiatic-Pacific Campaign Medal, World War II Victory Medal and the Philippines Liberation Ribbon. After his service, Etman continued his service through the establishment of the Carner-Etman-Smith VFW Post 6340 in Grafton, NY. The post bears the name of his older brother who was killed in action in Luxemberg mere months after Felix entered the service. Etman went on to raise a family with his wife of 49 years, Margaret, bearing five children and 18 grandchildren.

We thank the Etman family for sharing Felix's remakrably life of service and dedication to his community.

We had the distinct privilege this morning to honor Frank J. DiNuzzo, Jr. at the Albany County Honor a Veteran ceremony held at the Watervliet Elks. DiNuzzo served in the U.S. Army’s 204th Combat Engineers in the European theater of WWII. His unit was vital in clearing the beachhead of obstacles and hazards following the Normandy invasion and cleared the way for Gen. Patton’s tank columns to push deeper into enemy territory. For his bravery, DiNuzzo received the Silver Star after he retrieved a wounded comrade under enemy fire and carried him back to safety despite being wounded himself.

His other awards included the Bronze Medal, Purple Heart, European-African-Middle Eastern Campaign medal, Army of Occupation medal, Good Conduct medal and the WWII Victory Medal.

Following the war, DiNuzzo would go on to earn a degree in Business Administration at Sienna College and worked as an Auditor for General Electric and the New York State Teacher’s Retirement System until his retirement.

We thank the DiNuzzo family for sharing Frank’s incredible life of service to our nation and community.
