Waukegan Community Development The Community Development Block Grant (CDBG) funds local community development projects to stabilize and improve neighborhoods in Waukegan.

The Community Development Block Grant (CDBG) Program provides financial assistance to eligible property owners and organizations. Block grant funds are federal dollars used to provide decent housing, a suitable living environment, and expanded economic opportunities - principally for low and moderate income persons in the community. The funds are allocated to the City of Waukegan are based upon a formula devised by Congress; therefore, the total funds available varies each year.

A house is more than just walls and a roof — it’s safety, stability, dignity, and peace of mind. We’re proud to see the impact the City of Waukegan’s Housing Rehabilitation Program is making in our community.

With support from HUD, IHDA, and the City of Waukegan, over $1.5 million was invested into helping homeowners make critical home improvements this past year. This work is changing lives, one home at a time.

It’s a time to recognize how investments in housing rehabilitation, neighborhood improvements, accessibility, and public services directly improve the quality of life for residents—especially those with the greatest needs. Community Development Month also encourages residents, local leaders, and partners to come together, share their voices, and stay engaged in shaping the future of their neighborhoods.
