Client Rights Awareness Week | August 31–September 4, 2026

The ADRC of Waupaca County is proud to recognize Client Rights Awareness Week, proclaimed by Governor Tony Evers throughout the State of Wisconsin.

This year marks 50 years of client rights protections under Wisconsin law. These protections help ensure that individuals receiving services for developmental disabilities, mental health challenges, and substance use disorders are treated with dignity, respect, and fairness.

Everyone has rights

Client rights help individuals:

Understand and participate in decisions about their services
Be treated with dignity and respect
Have their privacy protected
Know how to voice concerns or file a grievance
Receive information about their care and available options

At the ADRC of Waupaca County, we believe in empowering individuals to understand their options, make informed choices, and advocate for themselves.

🌟Resource Spotlight Wednesday🌟

This week: Elder Benefit Specialists

Elder Benefit Specialists (EBS) help adults aged 60 and older understand and resolve problems related to public and private benefits.

Elder Benefit Specialists receive ongoing training and are monitored by attorneys knowledgeable in elder law. These attorneys may also be available to assist older adults who need legal representation regarding benefit matters.

Who can benefit?
• Adults aged 60 or older
• Older adults who need assistance organizing paperwork to apply for benefits
• Older adults who have been denied a benefit they believe they are entitled to receive

An Elder Benefit Specialist can:

• Work with federal, state, and local professionals to connect older adults with needed resources.
• Explain benefit programs and help individuals understand their options.
• Assist with benefit applications and appeals.
• Advocate on your behalf with other parties regarding benefit-related concerns.
• Help identify resources that may address financial, health care, housing, and other needs.

This week: Disability Benefit Specialists

Navigating disability benefits can be confusing. Disability Benefit Specialists (DBS) help adults ages 18–59 with disabilities understand and navigate public and private benefit programs.

Who can benefit?
• Adults with physical disabilities
• Adults with developmental disabilities
• Adults experiencing mental health or substance use-related disabilities
• Individuals and families who have questions about disability benefits

How can a DBS help?
• Answer questions about Social Security, Medicare, health insurance, and other benefits
• Assist with benefit applications and paperwork
• Help individuals understand and navigate appeals
• Connect individuals with additional resources and services
• Help solve problems related to disability benefits

DBS services are free and confidential, and specialists receive ongoing training to stay knowledgeable about disability benefit programs and resources.

The ADRC Clerk serves as a welcoming first point of contact, connecting individuals with ADRC specialists, providing resource information, and ensuring timely communication. The ADRC Clerk also provides essential day-to-day support to the ADRC team by preparing materials, assisting with outreach, newsletters, and social media, and helping keep staff and the community informed and connected.

At the heart of the role, the ADRC Clerk helps keep the ADRC connected, organized, informed, and responsive supporting both the individuals we serve and the staff who serve them.
