JEFFERSON COUNTY VISUAL INSPECTION
Jefferson County Assessor’s Visual Inspection started several weeks ago in June, in the Town of Terral. Heather Cain & Halley Van, Data Collectors, will be starting in the country today. They are in a 2011, orange KIA Soul 4-door, with tag -066. Signs are on the vehicle, and they are wearing t-shirts with Jefferson County Assessor logo on them.
Under the Oklahoma Statute Title 68-2820, this allows them to take pictures, measurements of all improvements, etc. This includes them driving or walking in pastures, which may require them to climb locked gates. If you have a locked gate, you may call us to set up a time for them to come to your property.
Visually inspecting all parcels of real property within the county at least once every four years ensures adequate information collected to establish proper valuation.
This process allows us to take new pictures and measure all improvements, add new improvements, or remove any improvements that are no longer there. New or used farm equipment, which may or may not be assessed, will be picked up.
Because this process is a four-year cycle, it is the RESPONSIBILITY OF THE TAXPAYER to report any new improvements, or anything gone.

Notice of Increase in Valuation of Real Property
Notice of Change in Assessed Values for 2026 tax year, were mailed out Friday, March 20. Visual inspection was completed in the Ryan School District area this past year by the data collectors. This included checking for any changes to existing structures, measuring any new improvements, additions to houses or any structures, taking pictures, etc. The Terral School District area will begin soon starting the 4th year of visual inspection process.
Qualified properties that sold in 2025 will be valued at the sale price.
This year changes have been made to the valuation of each property, which may or may not increase. The receipt of this notice will extend the filing period for Homestead Exemption, Additional Homestead Exemption and Senior Valuation Limitation for 30 days. Making the deadline April 20, 2026. Proof of GROSS household income is required. Additional is $30,000.00 and Senior Limitation is $66,400.00.
In 1996, under State Question 676, the fair cash value of any taxable property would not increase by more than five percent in any taxable year. This was passed by voters as a result of an Oklahoma Constitutional Amendment. November 6, 2012, State Question 758 was passed to change the cap to 3% or 5% valuation increase limit, as described under Title 68, Section 2817.1 Oklahoma Statutes regarding valuation and assessment of property, fair cash value, and or use value.
For example: property at current taxable value of $70.000, but has a fair cash value of $95,000, will see increases of 5% each year, until the property reaches $95,000 or the current fair cash value. The county assessor can only increase the market value from $70,000 by a maximum of 3% per year ($2,100) on homesteaded or agriculture use properties; and 5% ($3,500) each year on all other property uses until the taxable value is the same as the fair cash value.
The Oklahoma State Board of Equalization plus the Secretary of Agriculture have developed the criteria for the compliance audit. Each County Assessor shall maintain and report annual progress to the Oklahoma Tax Commission. One such provision is the requirement of annual valuation of all taxable real and personal property within the county. This is described under Title 68, Section 2830 Oklahoma Statues regarding Monitoring Valuation – Noncompliance Guidelines and Procedure.

Personal Property Assessments due March 15, extended

March 15th is the deadline to be extended to Monday, March 16, to render personal property assessments, to file new and double homesteads and to report any changes.
A ten percent (10%) penalty will be applied to all late personal property assessments after March 15, and a twenty percent (20%) after April 15.
If anyone has opened a new business or closed one, acquired or sold equipment for a business, acquired or sold farm equipment, purchased or sold a manufactured home, it is your responsibility to render this information to the Assessor’s office. Business ownership DOES NOT transfer with real estate!
In addition, if you have added improvements to your property that may include but are not limited to additional footage to your home, a storage building, a barn, a shed, a deck, a porch, it is your responsibility to render this information to the Assessor’s office.
March 15 is the deadline for:
Applications for Homestead exemptions for 2026.
Applications for Additional Homestead Exemptions for 2026 – gross household income of $30,000 or less. Proof of income is required.
Senior Freeze – (must be 65 years old and have a gross household income of $66,400.00 or less.) The senior freeze will freeze the valuation of your property, not the tax dollar amount. Proof of income is required.
100% Disabled Veteran – 100% disabled veterans can qualify to homestead their property to be exempt from taxation. Disability must be service related. A certified copy of 100% disability letter, with the embossed seal, is required from the office of Veteran’s Affairs and must be filed within the year in which you are making application.
Personal property Tax Exemption for certain persons residing in mobile homes – 62 years or older and a gross household income of $22,000 or 50% of the H.U.D. ($33,200). Proof of income required.

The personal property assessment rendition forms/asset listing were mailed out in January. Some forms have detailed information of your personal property. Those with any additions or deletions, should write the information where applicable on the form.
New personal property tax assessment and existing assessment changes or without changes must be made to the County Assessor’s office by March 15th or a ten percent penalty will be added to the total personal tax assessment. This complies with Title 68, Oklahoma Statute 2001, Section 2836. If you have torn down any buildings or sold any equipment, etc., please report this to the assessor’s office by March 15th. If not reported, the personal property WILL NOT be taken off after tax statements are printed.
If you have opened a new business or no longer own a business, please report this to the assessor’s office. You also need to report any change of address.
New homesteads need to be applied for in person. Property owners whose total household income does not exceed $30,000 for the 2025 calendar year may apply for double homestead. This expansion of the exemption is automatic if you are 65 years of age or older and you have already applied. New and under 65 years of age property owners must come in and apply every year. If you are 65 before January 1, and makes $66,400 annually or less, you can apply for a Market Value/Sr. Freeze on your homestead property. Proof of income must be provided.
Any person sixty-two (62) years of age or older, who is the head of a household, is a resident of and is domiciled in this state during the entire preceding calendar year, whose gross household income for the preceding year did not exceed the greater of $22,000.00 where the manufactured home is located and owns and resides in a manufactured home which is located on land not owned by the owner of the manufactured home may receive an exemption on the manufactured home in an amount equal to Two Thousand Dollars ($2,000.00).
