During the 2023 Governor’s Economic and Community Development Conference held in Chattanooga, Ted Moore (Executive Director of the Humphreys County Economic Development Council), JoRica Moore, and Justin Curtis accepted the ThreeStar Award on behalf of Humphreys County. Humphreys County will also receive a $50,000 grant to develop a Master Plan for long-range planning and improvement of the existing public parks in Waverly, McEwen, and New Johnsonville. This was one of three Priority Goals established by a group of elected officials, educators, business owners, and citizens during a ThreeStar planning session. The other Priority Goals include Workforce Development initiatives and the development of a plan to increase available site-ready industrial property. The Humphreys County Economic Development Council conducts the ThreeStar Program and will work on these selected Priority Goals over the next 18 months.

ThreeStar is a strategic community development program developed to assist communities in preparing for a better future. The ThreeStar program now incorporates asset-based planning initiatives and a two-year timeline to accomplish goals. The asset-based planning component helps communities develop goals to maximize their local assets to drive economic development. Starting in 2019 biennial grants have been available to counties to align with one of the community’s identified goals.

On November 15, we met with the research team from Younger. We have selected this firm to conduct an analysis of the economic impact of the 2021 flood on Waverly/Humphreys County.

Our meeting included introducing the Younger Associates team to key players on the recovery task team, which will be crucial as they gather information for the economic impact study. This study will illustrate the effects of the flood on our community, which will help attain additional funding for further recovery efforts.

We are grateful to Amanda Hite for helping us find funding for this study. Funding has been received from the Community Foundation of Middle Tennessee and Tennessee Housing.

Younger Associates has conducted thousands of economic impact studies across the United States over the past 30 years. The firm’s methodology is utilized in courses at the Economic Development Institute and recognized by the International Economic Development Council.

The Younger staff consults regularly with the U.S. Bureau of Economic Analysis on economic impact analyses and the input-output multiplier system. The firm has developed economic impact analysis models for several city and county governments and industrial development boards across the nation.

We are grateful for this partnership and look forward to future growth for Humphreys County.
