PRESS RELEASE
On May 18th, 2026, The Parker County Sheriff’s Office Special Crimes Unit (SCU) with the assistance of Homeland Security Investigations and the U.S Bureau of Alcohol, To***co, and Fi****ms initiated an investigation from a tip regarding individuals from Parker County purchasing bulk fi****ms from an independent federal fi****ms license (FFL) holder. Sheriff Russ Authier stated that protecting the second amendment rights for legal gun owners will always remain a top priority of the Sheriff’s Office; however, in this instance, we deemed the information we received warranted prompt action from law enforcement.
Sergeant Shane Cartwright, Public Information Officer for the Parker County Sheriff’s Office explained that two (2) Parker County men worked together to purchase eleven (11) G***k pistols from an independent FFL fi****ms dealer located over 100 miles away. Yazan Wesley Adel, a Syrian born, naturalized US citizen, arranged for the purchase of the G***k pistols. Investigators learned that Adel had previously pled guilty to two (2) felony, and one (1) misdemeanor drug charge in Erath County and was sentenced to five (5) years’ probation on May 5th, 2023, therefore making it a criminal offense for Adel to purchase fi****ms while on felony probation. To elude law-enforcement, Adel enlisted the help of a long-time friend to complete all the FFL paperwork, accompany him to meet with the FFL dealer, and to facilitate the transfer of the eleven G***ks to his possession.
On May 28th, 2026, Investigators executed a search warrant at Adel’s residence in Weatherford and seized nearly $5,000.00 in U.S currency, an MP5 rifle, two (2) AR-15 style rifles, a .45 caliber semi-auto pistol, and two (2) 9mm pistols, miscellaneous gun parts, and fraudulent documents relating to the purchase of fi****ms. Investigators have recovered three (3) of the eleven (11) G***k pistols, thus far, and are actively looking for the remaining eight 8 G***ks.
Adel was arrested for the offense of Fi****ms Smuggling - Three (3) or More Fi****ms, a second-degree felony, and placed into the Parker County Jail with bonds totaling $ 100,000.00 dollars.

PRESS RELEASE
Parker County Sheriff Russ Authier received the enforcement statistics today from The FBI Dallas North Texas Child Exploitation Task Force and the North Texas Internet Crimes Against Children Task Force at the conclusion of Operation Soteria Shield. This was a large-scale joint operation conducted in March and April 2026 involving 91 law enforcement agencies, including the Parker County Sheriff’s Office (PCSO). The operation led to 276 arrests related to child exploitation and the rescue of 89 children across multiple jurisdictions. Investigators targeted offenses such as online solicitation, child sexual abuse material, trafficking, and sexual assault while also identifying and assisting victims. PCSO has twenty-two (22) criminal investigators, two (2) of which are assigned full-time to the Parker County Children’s Advocacy Center (CAC), where their sole purpose is investigating crimes against children.
Sergeant Shane Cartwright, Public Information Officer for the PCSO, emphasized the importance of reporting suspected child exploitation and encouraged parents to discuss online safety with children and monitor their digital activity. Anyone with information about child exploitation should contact local law enforcement, the FBI, or the National Center for Missing and Exploited Children’s Cyber Tip line.

A local Utility Construction Company business owner was jailed after a Parker County Sheriff’s Office investigation revealed a massive financial scam targeting an eastern Parker County residential development.
"This case highlights the massive financial scale these construction scams can reach," Sheriff Russ Authier stated following the arrest.
Sergeant Shane Cartwright, Public Information Officer for the Parker County Sheriff’s Office explained that Collin Scott Porter, owner of Stampede Utility Construction, was arrested by authorities in Hurst, Texas, on April 29, 2026. Porter was wanted on six Parker County warrants issued in October 2025, including five third-degree felony counts of Theft of Service over $30,000 and one count of Misapplication of Trust Fund, class A misdemeanor.
The case unfolded in mid-2025 when a prominent real estate developer alerted Sheriff's investigators to widespread non-payment issues. The developer had paid Stampede Utility Construction to install major infrastructure, including water mains, drainage, and sewer lines. Although bank records prove Porter received $2,701,913.16 in draw payments, investigators found that he systematically diverted $1,577,312.40 into personal expenses and commingled funds across multiple unrelated contracts. Because Porter abandoned his financial obligations, sub-contractors filed nine liens against the victim’s development. The victim paid $1,577,312.40 out of pocket just to clear the initial round of liens, only to discover an additional five liens had been filed for the same reason. Porter was placed in the Tarrant County Jail with bonds totaling $240,000.00.

INFORMATION BULLETIN

May 9th, 2026, the Parker County Sheriff’s Office dispatch/telecommunications team received the 2025 Telecommunications Device for the Deaf (TDD) and Teletypewriter (TTY) Award from the North Central Texas Emergency Communications District (NCT9-1-1).
This award is presented annually to a Public Safety Answering Point (PSAP) that has the highest number of TDD/TTY calls and has demonstrated a strong commitment to serving the Deaf and Hard of Hearing communities. If you’ve ever wondered how a person that has either a hearing or speech disability can call and communicate with a 911 dispatcher, the TDD/ TTY system is what allows that communication to take place.
This award recognizes agencies that not only handle a significant volume of text-based emergency calls but also go beyond standard operations to ensure accessibility, responsiveness, and quality service for individuals who rely on TDD/TTY technology. It is part of NCT9-1-1’s annual awards program, which honors outstanding contributions across the 9-1-1 industry in North Texas. NCT9-1-1 reported that The Parker County Sheriff’s Office had over a 400% increase in these types of calls from the previous year.

Each attending Parker County First Responder and their families were prayed over individually and received a delicious catered meal with a vast array of homemade desserts, a handsome leatherbound journal & pen set and a handmade prayer quilt. What a tremendous blessing you are to the first responder field. Thank you for your generosity and for expressing it so wonderfully. We love our community!

PRESS RELEASE
On March 26th, 2026, Investigators from the Parker County Sheriff’s Office obtained five (5) felony arrest warrants for Dustin Ryan Whitley, the owner of 760 Homes and Construction. Sheriff Russ Authier said that Whitley was accused of fraud and theft from at least one family who hired Whitley to build a home in north Parker County. Sheriff Authier said that at the same time Whitley was allegedly stealing from his client, he defrauded several sub-contracting companies and individuals operating throughout Parker County and the surrounding area.
Sergeant Shane Cartwright, Public Information Officer for the Parker County Sheriff’s Office explained that a lengthy investigation into the business activities of Whitley and his company 760 Homes and Construction, revealed that Whitley was hired to build a home in Parker County, and while doing so, allegedly made several withdrawals from the victim’s building account for items like concrete, roofing material, siding, windows, and appliances totaling $52,854.40 dollars, all of which were never purchased. Bank records revealed Whitley had co-mingled several victims’ monies from numerous project accounts, all the while making withdrawals for personal purchases unrelated to company business. It was learned that Whitley had failed to pay at least four (4) local contractors for services totaling $42,488.90 dollars. On March 30th, 2026, Whitley turned himself into the Parker County Sheriff’s Office where he was remanded to the custody of the Parker County Jail with bonds totaling $90,000.00 dollars.
UPDATE
Following the initial arrest of Whitley, additional victims continued to come forward. On April 7th, 2026, a new investigation revealed Whitley owed a Parker County based subcontractor $63,032.15 dollars for services rendered. Investigators learned that Whitley never paid the victim any money but did, however, provide the victim with a stolen skid-steer tractor as payment. This victim provided proof that they had worked for Whitley on numerous jobs and never received any monetary payment. The victim was unaware the skid-steer was stolen. Investigators were able to locate, and return the stolen skid-steer to its rightful owner.
On April 8th, 2026, an additional investigation revealed that Whitley was hired to build a detached garage at a residence in east Parker County. This victim provided four payments to Whitley totaling $85,511.45 dollars for building materials and labor. It was discovered that Whitley withheld payment to at least three subcontractors involved in this project. Bank records again showed that Whitley had co-mingled various client’s monies and was withdrawing funds intended to pay for the project for personal use. On May 12th, while attending a court hearing in Weatherford, Investigators arrested Whitley for a second time. The new charges brought against Whitley are for (1) Theft of Service, greater than $30,000.00 lesser $150,000.00, a 3rd degree felony, and (2) Misapplication of Trust Funds, also a 3rd degree felony. Whitley is once again in the Parker County Jail with bonds totaling $60,000.00.

UPDATE ON MISSING PERSONS

Mr. Oscar Tortolero, 80 year old male that was reported missing May 11th, has been located and recovered in good health. A citizen recognized Tortolero from our Facebook post and reported his whereabouts to the Parker County Sheriff's Office.
Sheriff Russ Authier would like to thank the citizen that reported the man's location, and went on to say that it is only with the support of the community that we can achieve such a positive outcome.
