For months, there have been repeated claims online that the W**d Elementary construction project was “bungled,” that funds were “mismanaged,” or that the District failed to follow the law.
The Facts Speak for Themselves: Independent Audit Finds No Mismanagement, No Violations, and No Findings

The independent auditing firm CLA https://www.claconnect.com/en/industries/state-and-local-government/services-for-school-districts , has provided their draft audit of the School Facility Program Performance Audit for the W**d Elementary Financial Hardship Project (attached) and found NO audit findings, NO ineligible expenditures, NO mismanagement of funds, and NO violations of Education Code requirements.

The auditors concluded that W**d Union Elementary School District complied “in all significant respects” with California Education Code Section 41024 and all School Facility Program requirements.

Even more importantly, throughout the audit report the auditors repeatedly stated:
“No exceptions noted.”

The audit confirmed:
• Proper accounting and tracking of project expenditures
• Compliance with bidding and contracting laws
• Compliance with School Facility Program regulations
• Proper stewardship of public funds
• No ineligible expenditures
• No findings requiring corrective action.

The official “Summary of Audit Findings” lists:
NONE for findings and $0 for ineligible expenditures.

This matters because our community deserves truth, transparency, and facts — not rumors, misinformation, or politically motivated accusations.

We are incredibly proud of the work that has been done to protect taxpayer dollars while continuing to fight for a new school for our students and community.

We also want the public to know that transparency remains a priority. Community members are invited to attend tonight’s Special Board Meeting at 6:00 p.m. in Room 22 if they have questions about the audit or the project.

There has been a great deal of misinformation circulating regarding the funding challenges surrounding the W**d Elementary School rebuilding project. I want to be very clear: W**d Union Elementary School District did not “bungle” this project or mismanage the funding process.

What our district is facing is part of a much larger statewide problem that impacts low-wealth and rural school districts across California.

because it disproportionately disadvantages districts like ours — communities with limited local wealth but urgent facility needs. Even Governor Gavin Newsom has acknowledged that the current system does not work equitably for schools serving rural and financially challenged communities.

For years, California’s school construction and modernization funding system has relied on a model that often favors districts with greater access to reserve funding, consultants, and local bonding capacity. Rural districts are too often left trying to bridge impossible funding gaps while still meeting every state requirement.

The reality is this:
• Construction costs across California have skyrocketed.
• State school facility funding has not kept pace with actual project costs.
• Small rural districts are expected to shoulder financial burdens they simply cannot absorb alone.
• Education advocates across the state now acknowledge the system is inequitable.

Despite these challenges, W**d Union Elementary School District has continued to fight tirelessly for our students, staff, and community. We remain committed to rebuilding safe, modern schools our children deserve.

But now, more than ever, we must come together as a community.

The Board of Education made the decision to place Measures E and F on the ballot to provide the community with the opportunity to determine how W**d moves forward in addressing the district’s long-term facility needs. The measures represent a critical pathway to help bridge the gap created by California’s inequitable school facilities funding system and rising construction costs. Local support demonstrates to state leaders that W**d stands united behind its students and its future. At the same time, we must continue advocating aggressively with state officials and lawmakers for a fairer funding system that does not leave rural communities behind.

This is not just a W**d problem. This is a California problem.

Our students deserve safe schools. Our families deserve honesty. And our community deserves a funding system that works for everyone — not just wealthy districts.

Together, through local commitment and continued advocacy at the state level, we can get our school built.

Plaintiffs in Rodriguez v. State of California argue $4 billion in modernization funding favoring wealthy districts could be dispatched by the time their lawsuit is decided.

W**d Elementary officially dedicated the Arden Carr Wellness Center in honor of a man whose vision, compassion, and dedication forever changed our school community.

Arden Carr believed schools should be more than classrooms ,they should be places of wellness, belonging, hope, and support for every child and family. His passion for caring for others and strengthening this community continues to live on through the work happening inside these walls every day.

This dedication is more than a name on a building. It is a commitment to continue the mission Arden started: leading with compassion, supporting one another, and investing in the wellbeing of our children.
