as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that

From each House District there will be 2 delegates selected by the registered voters, a woman, and a man. The costs of the election process will be funded by the State. No private or corporate funding will be allowed. Sixty day notice of the for the election will be provided to the public. (Other details to follow... 2017-Feb-10. Cites interested in hosting the Article V Convention, and at what cost per delegate, including convention and committee space, room, and meals will be evaluated by the Governors of the 50 States. Transportation to and from the Convention will be paid for by the States.
