Honoring a Career of Service: Captain Declan Beere

We are proud to announce the retirement of Captain Declan Beere, effective September 1, 2026, marking 26 years of dedicated service to the Township of West Caldwell.

Captain Beere began his career with the West Caldwell Police Department on July 5, 2000. After graduating from the Morris County Police Academy 56th Basic Police Class, he was assigned to the Patrol Division and a Patrolman. In August 2005, he was assigned the position of Corporal in the Patrol Division. In April 2006, he was selected to serve as a Detective in the Detective Bureau, where he remained until his promotion to the rank of Sergeant in September 2011. Following his promotion to Sergeant, he was assigned to the Patrol Division until August 2017, when he was reassigned to the Detective Bureau as Detective Sergeant. In August 2021, he was promoted to Lieutenant and assigned to the Patrol Division as a platoon commander. In November 2023, he was promoted to the rank of Captain, where he served until his retirement.

In addition to his service to West Caldwell, Captain Beere honorably served our country as a member of the United States Army, United States Army Reserve and New Jersey National Guard.

Throughout his career, Captain Beere was a member of the Essex County Rapid Deployment Team and completed assignments in the Essex County Sheriff’s Department Bureau of Narcotics and Essex County Prosecutor’s Office Major Crimes Task Force. He was a graduate of the Top Gun program and obtained a certificate from the New Jersey State Association of Chiefs of Police Command and Leadership Academy. He served as the department's Training Coordinator and oversaw the Internal Affairs Unit.

Traffic notification and water utility work

Passaic Avenue northbound at Fairfield Avenue has a lane closure in both straight lanes due to a water main repair. Traffic can continue straight through the intersection by using the center turn lane, but no left turn is permitted. Area businesses and residents may experience a short-term interruption in water service while the repair is ongoing.

Runnymede Road between Bond Place and Brookside Avenue near Grover Cleveland Park is closed due to utility work. A detour is available by using Westville Avenue to Brookside Avenue.

New Jersey’s new E-Bike laws go into effect on July 19th 2026. The new laws require anyone operating an E-Bike is licensed, registered and insured with proper documentation. The following links will assist in this process. NJMVC (New Jersey Motor Vehicle Commission) is waving all fees for licensing and registering E-Bikes until January of 2027.

🚨 New NJ E-Bike Licensing & Registration Requirements Coming June 26, 2026

The New Jersey Motor Vehicle Commission (NJMVC) will begin accepting appointments on June 26, 2026 for e-bike licensing and registration under a new state law.

👉 Key updates:

* Riders must be 15+ years old
* Must have an e-bike license or valid NJ driver’s license
* All e-bikes must be registered with NJMVC
* Helmet required for all riders
* Insurance required only for motorized bicycles
* Registration includes license plate stickers for display on the bike
