NEWS RELEASE: CHESTER COUNTY DA’S OFFICE UPDATE

Here is a brief update on some of the events that occurred recently in the Chester County DA’s Office:

Chester County DA Joins Community Partners to Support Victims of Domestic Violence at Light the Night for Hope & Healing

Chester County District Attorney Christopher de Barrena-Sarobe joined the Chester County Domestic Violence Center, the Chester County Commissioners, and other community partners on October 7th for the DVC’s Light the Night for Hope & Healing event.

October is Domestic Violence Awareness Month, providing an opportunity for communities to come together and raise awareness, support survivors, and highlight resources available to individuals and families throughout the county. The Chester County District Attorney’s Office is proud to reaffirm its commitment to protecting victims and survivors while also holding offenders accountable.

Thank you to everyone who joined the Domestic Violence Center of Chester County for Light the Night, and for helping to bring awareness to this important topic throughout our community.

Three Coatesville Men Plead Guilty to Attempted Kidnapping and Robbery

On September 28, 2026, three Coatesville men plead guilty for their involvement in the attempted kidnapping and robbery of a victim in December of 2024. Raijon Redd, 31; Steven Pittman Jr., 24; and Brandon Norris, 35, each plead guilty to Robbery, Conspiracy to Commit Robbery, Aggravated Assault, and Kidnapping. Defendant Norris also plead guilty to the same charges, as well as Person Not to Possess a Fi***rm, due to a previous conviction. The Honorable Judge Analisa Sondergaard accepted the plea agreements and sentenced Defendant Norris to 20-40 years incarceration, Defendant Redd to 15-40 years incarceration, and Defendant Pittman was sentenced to 5-15 years incarceration.

In December of 2024, these co-defendants forcibly removed the victim from his vehicle while wearing dark clothing and masks and carrying fi****ms. The defendants assaulted and robbed the victim, threatened to kill him, and forcibly transferred money from his CashApp account. Police responded to the scene after receiving a 9-1-1 call, and the defendants fled the area as soon as officers arrived.

Chester County District Attorney Christopher de Barrena-Sarobe said, “These co-defendants committed a violent and calculated attack that left the victim fearing for his life. Today’s guilty pleas and sentences hold these individuals accountable for their actions. We thank our law enforcement partners as well as our prosecutors for their work to get justice.”

The Pennsylvania State Police Embreeville Barracks led the investigation and received assistance from the Coatesville City Police Department. Chief Deputy District Attorney Andrea Cardamone and Assistant District Attorney Max Barrish were the assigned prosecutors.

The Chester County District Attorney’s Office is deeply saddened by the loss of Philadelphia Police Officer Shane Seiber, who was killed in the line of duty. Officer Seiber and another officer were critically injured this morning while responding to a call.

We extend our heartfelt condolences to Officer Seiber’s family, his fellow officers, and the entire Philadelphia Police Department. Our thoughts are also with the injured officer and everyone impacted by this tragedy.

OFFICIAL PRESS CONFERENCE REGARDING ARREST OF BALTIMORE MAN CHARGED WITH CHILD S*X TRAFFICKING

NEWS RELEASE: BALTIMORE TEACHER ARRESTED FOR CHILD S*X TRAFFICKING

The Chester County District Attorney’s Office announces that charges have been filed against Rogie Legaspi, 56, of Baltimore, Maryland, charging him with Trafficking in Minors, 15 counts of Involuntary Deviate Sexual In*******se, Manufacturing Child Sexual Abuse Material, and related charges. The Honorable Magisterial District Judge Lauren Holt arraigned the Defendant, who was unable to post $5 million bail and remanded to Chester County Prison. A preliminary hearing is scheduled for October 19, 2026.

According to the criminal complaint, (The defendant is presumed innocent until proven guilty) Chester County Detectives received a ChildLine report expressing concern for a now 15-year-old victim. The victim was interviewed and told investigators that the man, whom the victim knew only as “Alex,” first contacted the victim when the victim was 12 years old. The two exchanged cellphone numbers and continued communicating before the Defendant began traveling from Maryland to Chester County to meet the victim in person. The Defendant s*xually abused the victim from June of 2024 until June 2026 and traveled to Chester and Lancaster counties on numerous occasions to meet the victim for s*xual contact. The Defendant recorded the s*xual interactions on his cellphone. The Defendant also provided the victim with money and other items for s*x. On more than one occasion, the Defendant took the victim to hotels to engage in s*xual contact with him and enticed and coerced the victim into s*xual encounters with another adult male.

Law enforcement was able to corroborate information provided by the victim and identify the Defendant as Rogie Legaspi, a teacher from Baltimore, Maryland. That identification was made through a combination of car registration information, automated license plate readers, hotel records, and surveillance video. Then, on September 17, 2026, investigators posed as the victim to communicate with the Defendant. The Defendant offered to come to Chester County the very next day, and he was arrested when he arrived at the meet-up point in Parkesburg Borough.

Chester County District Attorney Christopher de Barrena-Sarobe said, “The Defendant coerced a child to have s*x with him on multiple occasions, facilitated and attempted to facilitate contact between the victim and other adult men and—on one occasion—brought another adult male to s*xually assault the victim. This is child s*x trafficking. It’s a vile crime that has no place in any community and will not be tolerated in Chester County.”

The Chester County Detectives are the lead investigating agency in this case and were assisted by the Baltimore Police Department, the Parkesburg Police Department, and the West Sadsbury Police Department. Assistant District Attorney Kimberly Kaelin is the assigned prosecutor.

NEWS RELEASE: CHESTER COUNTY DA’S OFFICE UPDATE

Here is a brief update on some of the events that occurred recently in the Chester County DA’s Office:

Jury Convicts Two Coatesville Men of Attempted Murder

On August 28, 2026, after a 4-day trial, a jury found Defendant Sincere Brown-Trowery, 26, and Tyriq Parker, 26, guilty of Attempted Murder, Conspiracy, and related charges for their roles in an attempt to shoot and kill a victim on February 24, 2022. The trial was held in front of the Honorable Bret Binder. The Defendants will be sentenced at a later date.

At trial, testimony revealed that both Defendant Brown-Trowery and Defendant Parker had driven to the residence of the victim on the 500 block of Walnut Street, Coatesville, and opened fire on the victim who was seeking shelter in his own vehicle. After firing several rounds into the victim’s car, both Defendants took off in a green BMW. The victim called 9-1-1 and made contact with the Coatesville City police to report the incident. Investigators later identified Defendant Brown-Trowery and Defendant Parker as the culprits in the shooting.

Chester County District Attorney Christopher de Barrena-Sarobe said, “These defendants worked in coordination to try and assassinate someone sitting in their car. This violence has no place in our society, a thankfully jury held them accountable for their actions.”

The Coatesville City Police Department led the investigation and received assistance from the Chester County Detectives. Chief Deputy District Attorney Andrea Cardamone and Assistant District Attorney Jack Meehan prosecuted the case.

Senator Carolyn Comitta Funds DNA Investigative Resources

The Chester County District Attorney’s Office and Chester County Detectives recently thanked Senator Carolyn Comitta and her staff for helping secure $50,000 of funding in support of the Chester County Detectives and Coatesville Police Departments’ DNA program. During the visit, Senator Comitta took a tour of the Detectives’ Crime Scene Forensics Lab where several county detectives demonstrated how DNA evidence is collected at crime scenes, analyzed via our Rapid DNA System, and sent out for confirmation testing.

Thank you to Senator Carolyn Comitta for her continued support and for taking the time to see firsthand how these resources are used to assist investigators in gathering critical evidence that assists our attorneys in prosecuting cases.

Chester County DA’s Office Assists Pennsylvania AG’s Office in Multi-Million-Dollar THC Trafficking Investigation

The Chester County District Attorney’s Office is proud to have assisted the Pennsylvania Attorney General’s Office and other federal, state, and local agencies in the investigation that led to charges against 12 individuals (all defendants are presumed innocent until proven guilty) in connection with selling illegal THC products in local stores. The investigation connected investigations from across Pennsylvania—including a Pennsylvania State Police traffic stop in Chester County—to disrupt large distribution centers in Pennsylvania. These distribution centers were supplying ma*****na and other high-level THC products to local convenience stores.

NIGHT OF LIGHT EVENT – INTERNATIONAL OVERDOSE AWARENESS DAY

In recognition of International Overdose Awareness Day, the Chester County Department of Drug & Alcohol Services and community partners gathered for the annual “Night of Light” event at the Chester County Historic Courthouse.

The evening provided an opportunity to remember those lives lost to substance use disorders, support those in recovery, and shine a light on the importance of prevention and treatment. Encouraging progress continues across the region, with overdose deaths declining for the second consecutive year. To date, in Chester County, overdose deaths decreased by 13%.

The Chester County District Attorney’s Office remains committed to supporting prevention, treatment and recovery throughout our community.

As Students Return to School, Bucks and Chester County District Attorneys Urge Emergency State Ban on Dangerous Kratom Chemicals to Protect our Youth

On the first day of school for many Pennsylvania students, Bucks County District Attorney Joe Khan and Chester County District Attorney Christopher de Barrena-Sarobe today sent formal letters to Pennsylvania Secretary of Health Dr. Debra Bogen, urging the Department of Health to immediately exercise its emergency powers to schedule 7-Hydroxymitragynine (7-OH) and related kratom derivatives as controlled substances under state law.

OVERDOSE AWARENESS DAY

Today on Overdose Awareness Day, we remember the lives lost to overdose and stand alongside the families, friends, and community members impacted by this crisis.

At the Chester County District Attorney's Office, we remain committed to working alongside law enforcement, health care professionals, treatment providers, and community partners to build a safer and healthier community.

Today, we remember those lives lost and continue to raise awareness.

Overdose deaths are trending downward, and that is a hopeful sign for Pennsylvania. Law enforcement, public health partners, and community organizations are working together to stop trafficking networks, expand prevention, and support recovery.

But as Chester County District Attorney DA Chris de Barrena Sarobe reminds us, “Treating opioid use disorder should be a sign of hope, not shame. Opioid addiction is a preventable public health crisis that affects all of us, not just a crime relegated to people who made a poor choice.”

On International Overdose Awareness Day, Pennsylvania’s prosecutors honor those we’ve lost, stand with families who are grieving, and recommit to the work that still lies ahead.
