This week, the EMS Council held board and officer elections for 2026.

We extend our sincere thanks to outgoing president Matthew Eick. President Eick’s leadership strengthened our partnership with first responder associations throughout Chester County and guided the council through a countywide municipal funding study that supports the future of EMS in our region. He also oversaw the evaluation and selection of Chester County’s new ePCR platform, which is set to go live on January 1.

We appreciate President Eick’s commitment to collaboration, progress, and the advancement of emergency medical services in Chester County.

The board of directors has elected current Vice President Charles Brogan to serve as President in 2026. Brogan is a past president of the council and will now begin a fourth term. Matthew Collins has been elected to serve as Vice President.

We also congratulate our new and returning board members: Michael Baskin, Keith Johnson, and Nicholas Melchiorre.

Thank you to all who continue to serve the EMS community of Chester County.

Medicare Extender Legislation Introduced

In May, supporters of the AAA were successful in introducing Senate Bill 1643, Protecting Access to Ground Ambulance Medical Services Act of 2025. This bill is championed by Senators Catherine Cortez Masto (D-NV), Susan Collins (R-ME), Bill Cassidy (R-LA), and Peter Welch (D-VT). Since the introduction of the Senate extender bill, we have secured three cosponsors in addition to the six original bill sponsors. The legislation would not only extend the current temporary Medicare ambulance add-on payments through December 31, 2027, but starting October 1, 2025, also increase the payment percentages from 2% to 3.4% for urban, 3% to 4.3% for rural, and 22.6% to 26.7% for super rural transports.

As we continue to make progress, we urge all AAA members to stay engaged in our advocacy efforts by contacting their representatives and advocating for support of both the House and Senate Medicare extender bills by completing our pre-written call to action.
