West Deptford Township was officially incorporated on March 1, 1871 when it broke away from Deptford Township through an act of legislation. On March 21, 1871, the first Township Meeting took place at the Thorofare #3 School with three committeemen and one clerk. The meeting at the new Town Hall was held on March 2, 1875, which we now know as the West Deptford Little Theater building. In 1878, the

eastern boundary was moved to separate the Boro of Westville and in 1902, the Boro of National Park followed suit.

West Deptford Emergency Officials attended a meeting on Wednesday, August 19, regarding Amazon’s intended drone delivery expansion. Amazon officials held a preliminary discussion to provide high level information for local agencies regarding their drone operation. We are aware of residents’ concerns regarding information that came from Amazon’s exploratory efforts, and local Emergency Officials have been in contact with Amazon to confirm the details that residents deserve to understand. We have confirmed, that Amazon does not have necessary FAA approvals and cannot operate drones from their ACY1 facility at this time.

Amazon representatives have explained that they are in “early stages of diligence for a proposed Prime Air Drone Delivery operation”. The meeting held with local Offices of Emergency Management was preliminary outreach with other airspace users and provided high level information about the drone process. Amazon’s Prime Air holds Federal Aviation Administration (FAA) Part 135 certification, the same framework used for commercial air carriers, but need to apply for and receive approval from the FAA for local operation. Amazon is working toward application and approval for the FAA’s local airspace, but do not have a timeline for when they anticipate receiving this. Any maps, operating areas, hours of operation, or timelines to begin drone operation cannot be confirmed until the FAA issues the appropriate approvals and guidance for their operation.

Locally, Amazon needs to pursue Planning or Zoning Board approval. Planning and Zoning Board processes require public notices for application, and the meetings are noticed and held publicly, allowing residents to comment at a public comment period. Any planned improvements at the ACY1 facility in West Deptford will require these notices, and will be publicized to keep residents informed. Amazon officials stated they do intend to pursue the application process in the future, but do not have a submission prepared at this time.

In our discussion with Amazon, they have also agreed to public information sessions and community engagement efforts before they begin. We have offered RiverWinds Community Center or the West Deptford Municipal Building to help facilitate a public meeting for our residents.

Additionally, Amazon provided this information in answers to our questions:

"- Prime Air drones use onboard cameras and sensors for navigation, obstacle detection, and safe delivery; they do not track individuals or record movements. There is no live camera feed monitored by any person. The onboard camera data is processed by the drone itself for safe navigation.

- Prime Air also engineered the drones for real-world conditions, like flying in light rain and a range of temperatures. They're also fully electric with zero exhaust emissions. During drop-off, the sound level is below that of an idling delivery truck parked curbside and lasts about 30 seconds. During flight at altitude, it's comparable to a window fan on low and is typically not heard indoors.
