Welcome to the our page! We are asking Cass County voters to Re-Elect Duane Breitling as Cass County Commissioner. Mr. Breitling has served with distinction as one of the five Cass County Commissioners since December 2018, and is eager to continue serving this community to support public safety, education and the economic interests of Cass County.
Duane Breitling is a strong advocate for education, law enforcement and provided instrumental services for supporting the Fargo Moorhead Diversion of the Red River as well as reducing the tax burden on Cass County citizens.
LAW ENFORCEMENT - The Cass County Commission supporting the hiring of additional staff and increasing compensation of understaffed divisions of the Sheriff's Department. The Commission is also considering the reduction of the number of step increases to more quickly advance compensation of this department.
EDUCATION - During Mr. Breitling's tenure, the County Commission supported the concept of the Work Force Academy, committing to the funding of the construction and development of this entity.
FARGO MOORHEAD DIVERSION OF THE RED RIVER - This large-scale project will take place over the next six years, and was a collaboration between county, state and city governments, the Corp of Engineers, and is supported by state and federal funding.
CASS COUNTY TAXPAYER SAVINGS
1) The Commission oversaw the transition of the Human Services Department from the control of the Cass County Commission to the Department of Human Services of the State of North Dakota. This Department consists of about 160 employees who are now the funding responsibility of the State, resulting in substantial savings to Cass County citizens.
2) The utilization of federal funding for projects that would otherwise have been a tax burden on Cass County citizens. Projects under consideration include:
* An upgraded and expanded emergency services facility (911) for areas of Cass and Clay Counties.
* Expansion of the Cass County Jail to accommodate the surrounding communities' growing population. Cass County comprises 24 percent of North Dakota's population.
* COVID Funding for county entities including the Red River Valley Fair and Bonanzaville, which suffered a dramatic loss of income as a result of the pandemic.
Duane Breitling is a longtime resident and community leader of West Fargo. As a member of the West Fargo law firm Ohnstad Twichell before his retirement in 2010, he practiced law in North Dakota and Minnesota as well as the Federal District Courts of North Dakota and Minnesota and the Eighth Federal Circuit Court of Appeals.
He was a member of the Cass County Bar Association (past president), the State Bar Association of North Dakota (former board of director), and the American Bar Association.
Other community roles include serving as the Past President of the Maple River Golf Club.
Mr. Breitling has volunteered legal services to the West Fargo Fire Department where he was awarded an Honorary Life Membership, as well as the West Fargo Hockey Association and other civic groups.
The University of North Dakota alumnus and UND School of Law graduate and his wife, Mary Jane (O'Toole) have four adult children and reside in West Fargo.
