Brevard Vanguard: Revolutionary Harm Reduction in the Red Zone
Organizational Summary
Brevard Vanguard is a revolutionary harm reduction and mutual aid collective based in Brevard County, Florida. Our work is grounded in anti-capitalist, abolitionist, and anti-imperialist principles. We operate in a region plagued by overdose deaths, homelessness, systemic poverty, and violent over-policing. We aim to build dual power through direct survival programs and political education, providing tools for community-led resistance to capitalist and state violence.
Purpose of Funding
We are seeking general operating support to sustain and expand our core programs: mobile harm reduction outreach, peer-led overdose prevention, underground mutual aid networks, political education, and frontline worker stipends. Funding from the Resist Foundation will be used to maintain autonomy from the nonprofit industrial complex, increase our reach, and deepen our capacity to organize and serve the most marginalized.
Programs & Activities
1. Mobile Harm Reduction Outreach
Distribution of naloxone, sterile supplies, and fentanyl test strips
Safe use education and on-the-ground peer support
Weekly mobile routes serving homeless encampments and working-class neighborhoods
2. Underground Mutual Aid Networks
Direct distribution of food, hygiene, sleeping gear, and weather protection
Safe use spaces and clandestine crisis intervention for drug users and s*x workers
3. Political Education & Consciousness-Raising
Public teach-ins on the politics of harm, drug criminalization, and class war
Zines and literature distribution
Revolutionary training for comrades and peer organizers
4. Frontline Worker Stipends
Monthly support for people doing outreach, distro, and emergency care
Prioritization of those with lived experience of drug use, s*x work, and incarceration
Community Context
Brevard County is a reactionary and repressive zone. It combines rural poverty, gentrifying beach towns, and a growing tech/military-industrial presence. Our community faces high levels of opioid-related deaths, mental health neglect, and criminalization of poverty. The local sheriff’s department is militarized and known for its brutality.
State and county resources are designed to surveil, punish, or exclude. Brevard Vanguard steps into this gap—not as service providers, but as revolutionaries building collective care and resistance from the bottom up.
Budget Summary
Total Requested: $20,000
$7,000 – Frontline worker stipends (monthly support for 5 core organizers)
$4,000 – Harm reduction supplies (naloxone, test strips, PPE, sterile gear)
$3,000 – Mutual aid supplies (food, hygiene kits, gear, transportation)
$2,500 – Political education (printing, venue, speaker support, tech)
$1,500 – Infrastructure (phones, encryption tools, gas, and maintenance)
$2,000 – Emergency response & legal support reserve
Sustainability & Autonomy
We are building a multi-pronged funding model:
Monthly reparations from settlers and supporters
Worker-led micro-enterprises (e.g. street food, print distro)
Collective dues from comrades
Alliances with internationalist solidarity funds
