Palm Beach County Community Services Department Our vision is to create a community where all residents of Palm Beach County have the resources and opportunities to achieve their full potential.

The Department of Community Services is comprised of three divisions and several independent programs. It provides staff and administrative support for various health and human service boards and community initiatives. The following divisions comprise the Department of Community Services:

Administration:
Manages the Financially Assisted Programs - Established in the 1980s, Palm Beach County uses

Community Action Program: The Community Action Program is committed to vitalizing individuals, families and neighborhoods by rallying community resources and support around the most impoverished of our citizens. (http://www.pbcgov.com/communityservices/programs/communityaction/)

Senior & Veteran Services: goals are to administer comprehensive range of programs that provides social and emotional well-being to seniors and veterans living in Palm Beach County; to encourage independence; and to support seniors and their caregivers within the community with dignity and choice. Veteran Service officers connect with local veterans to assist with navigation of program eligibility, housing and economic resources, and as a supplement to Veteran Affairs. Vocational Training & Education: Offering residents the opportunity to strengthen their ability to achieve economic self-sufficiency through their participation in educational, skills training and supportive services. Human & Veteran Services: To provide, serve, and educate eligible residents of Palm Beach County through case management, social services, advocacy and community linkage thereby empowering the individual/family to improve their quality of life. HIVES Program: Palm Beach County Department of Community Services contracts with local HIV/AIDS service providers to address the health care and service needs of people living with HIV disease and their families that live in Palm Beach County. 🌳 Parks 2 Work: Creating Pathways to a Brighter Future! 🏡
Through a powerful collaboration between the Palm Beach County Community Services Department, Homeless Coalition of Palm Beach County, and Palm Beach County Parks and Recreation, the Parks 2 Work Program is helping individuals experiencing homelessness move toward stability and permanent housing.
Parks 2 Work participants and a Crew Chief from the Parks Department work each day helping clean and maintain our beautiful public parks while earning a weekly paycheck: funded by the Homeless Coalition. They also work one-on-one with a specialized case manager to build new skills, explore employment opportunities, and prepare for self-sustainability.
Their earnings help them save toward permanent housing, work attire, and other basic needs—turning work into opportunity, and opportunity into a place to call home.
And the results are making a difference! Several Parks 2 Work participants have successfully graduated from the program, secured full-time employment, and transitioned into long-term housing—demonstrating what is possible when opportunity, support, and determination come together.

When people come together with genuine care, true healing and connection happen. 💜
What started as a small group of 13 members has grown into a powerful movement: the Palm Beach County HIV CARE Council now stands 145 members strong! From voting members and community advocates to service providers and volunteers, this dedicated family works hand in hand to expand access to HIV care across every corner of our county.
At the heart of this growth is our CARE Council Coordinator, Neeta Mahani. Known as the glue holding this family together, Neeta has spent years building deep trust and ensuring every single voice—from Belle Glade to West Palm Beach—has a seat and a say at the table.
Her seamless behind-the-scenes leadership keeps five vital committees moving, powers landmark community events like our Annual Data Presentation (drawing nearly 180 local partners!), and maintains a flawless, zero-finding HRSA audit record year after year.
The CARE Council is proof of what happens when careful planning meets unconditional community love. 🕯️✨

🌟 Palm Beach County Takes the National Stage!

Palm Beach County proudly represented at the 2026 National Ryan White Conference on HIV Care & Treatment! 🎉

Our Community Services Department’s HIV Elimination Services (HIVES) team joined nearly 3,000 in-person and approximately 4,000 virtual participants from across the country to learn, connect and share innovative approaches to HIV care and treatment.

Six HIVES team members—Dr. Casey Messer, Shoshana, Daisy, Jeffrey, Jason and Amber—presented four conference sessions, highlighting Palm Beach County’s strategies, data and experiences with a national audience.

A major highlight was Dr. Casey Messer, HIVES Program Director, being selected as one of only three jurisdictional leaders to participate in the closing plenary, “Ending the HIV Epidemic: From Innovation to Impact in EHE Jurisdictions.”

Dr. Messer shared Palm Beach County’s approach to rethinking traditional models of care around one powerful principle:

💡 Healthcare systems should adapt to meet the needs of clients—not expect clients to adapt to the healthcare system.

That philosophy comes to life through initiatives such as CTRL • HALT • DEL, mobile services and tele-adherence counseling. Through mobile services alone, HIVES conducts 250+ events annually at more than 100 community locations, bringing testing, prevention, care, treatment and support closer to residents.

The impact is measurable. Through the tele-adherence counseling program, viral suppression among participating clients improved from 0% to 87%. 📈

From sharing innovative strategies to bringing new knowledge home, Palm Beach County continues to strengthen connections to care and improve outcomes for the people we serve.

Please join our Palm Beach County Community Services Department for the rescheduled Behavioral Health, Substance Use, and Co-Occurring Disorders (BHSUCOD) Advisory Committee Meeting on Thursday, September 10, 2026, from 2:00 PM – 4:30 PM.

Healing doesn’t happen in isolation—it happens together. 💜

On August 31, our Palm Beach County Community Services Department and the incredible team at the HUB Community Resource Center in Belle Glade joined Mayor Sara Baxter as she officially proclaimed Overdose Awareness Day in Palm Beach County.

We began our time together in prayer, setting a tone of remembrance, healing, and hope. Deeply personal stories of addiction, recovery, and resilience were shared by guest speakers including Florida House Representative Meg Weinberger, Marcia Andrews (PBC School Board District 6), Belle Glade City Commissioner Tequilla Collins, and William Freeman (CEO/Founder of People of Purpose). Their words served as a powerful reminder: behind every statistic is a person, a family, and a community that cares.

We closed the day with a soft candlelight vigil and a moment of silence, honoring the precious lives lost and lifting up those left behind.

To anyone carrying the weight of addiction or grieving a loved one: you are seen, you are loved, and you never have to walk this path alone. Through resources like the HUB and our Behavioral Health & Substance Use Disorders division, our doors and hearts are always open to support your journey toward healing. 🕯️

💚 Thankful Thursday: The Gift of Giving Back

Sometimes, a simple hobby can become something much bigger—a way to bring people together, create lasting friendships, and make a difference in the lives of others.

Mary Jefferson has been a part of the North County Senior Center since 2002. During her time at the center, she started a Knitting and Crocheting Club that has become a beautiful example of community, creativity, and compassion.

Together, Mary and her fellow club members have made and donated more than 100 blankets to nursing homes and the local VA health center, bringing warmth and comfort to residents and veterans in need. 🧶💚

What started as a group of friends sharing a love for knitting and crocheting has grown into a tradition of giving that continues to touch lives throughout the community.

Mary and her friends remind us that it’s never too late to share your talents, make a difference, and give back.

This Thankful Thursday, we’re grateful for Mary Jefferson and all the caring hearts who turn their time, talents, and passions into acts of kindness.

Through a unique partnership with the City of Boca Raton, Palm Beach County’s Homeless Outreach Team (HOT) Integration Program is expanding street outreach services for individuals and families experiencing homelessness.

Funded by the City of Boca Raton and staffed by Palm Beach County outreach professionals, the program brings compassionate, coordinated support directly to people where they are—connecting them with:

🏠 Emergency shelter and permanent housing
❤️ Healthcare services
🧠 Behavioral health resources
🤝 Coordinated community support

By combining municipal investment with Palm Beach County’s outreach expertise, the HOT Integration Program strengthens collaboration, improves access to critical resources, and provides a consistent, data-driven approach to addressing homelessness.

This innovative partnership has earned national recognition, highlighting what is possible when local governments come together with a shared commitment to serving their communities.

At the heart of this work is a simple goal: helping people move from crisis toward stability, connection, and a place to call home.
