It was great to welcome students from Daisy Ingraham Elementary School to the State Capitol yesterday for a tour of the Legislative Office Building and Capitol Complex. I always enjoy seeing young students engage in civic education and learn firsthand how their state government works. I hope the students had a fun and memorable visit, and I appreciate the teachers, and staff who made the trip to Hartford.

As we gather with family and friends this Memorial Day, may we never forget the brave Americans who made the ultimate sacrifice for our country. We honor their legacy today and every day. 🇺🇸

Today marks Sine Die at the Connecticut General Assembly, the final day of the 2026 legislative session. We have worked through a tremendous number of bills this session, and today is no exception as lawmakers continue debating legislation until adjournment at midnight tonight.

As I retire from the legislature, it has been an incredible honor to represent the residents of Westbrook, Lyme, Old Lyme, and my hometown of Old Saybrook throughout the past 12 years at the State Capitol. Thank you for the continued opportunity to serve our communities and be your voice in Hartford.

The House passed An Act Concerning Oversight of Efforts to Prevent Human Trafficking. This legislation came through the Government Oversight Committee, on which I am Ranking Member, and is the product of powerful testimony and bipartisanship.

This legislation:

🔵 Expands state training on human trafficking laws and improves awareness

🔵 Increases security for children who are victims of human trafficking

🔵 Requires the Department of Corrections to review proposals for a confidential crisis hotline for victims of sexual violence at York Correctional Instutition

I was proud to work on this bill and co-sponsor it.

Yesterday was another busy day of legislative business at the State Capitol, with lawmakers debating and acting on a wide range of bills impacting communities across Connecticut.

It was Southeastern Connecticut Day at the Capitol, bringing together organizations, businesses, and representatives from across our coastline communities. It was especially great to see the Florence Griswold Museum from Old Lyme highlighting the important cultural and historical contributions they bring to our region. I also had an opportunity to visit with General Dynamics Electric Boat who provides tons of jobs and more coming to so many in our region.

The Connecticut Auto Retailers were also at the Capitol, and I had the chance to talk with Hayden Reynolds of Reynolds Subaru about issues affecting the auto industry.

Adding to the excitement of the day, the Connecticut Humane Society visited the Capitol with some cute puppies that brought plenty of smiles to everyone ahead of a long week of session.

It was a pleasure for Chris Aniskovich and I to meet with Tony Sharillo, CEO of the Valley Shore YMCA, and Britney Bruno, Senior Director of Youth Development, today at the Capitol. We had a great conversation about the important work the YMCA is doing to support youth development, strengthen families, and serve communities across our region. Grateful for their leadership and commitment to making a positive impact every day.

Transparency Begins with the Numbers.

That’s why I voted Thursday in support of HB 5039, which incorporates many of the items that I and my fellow House Republicans have been calling for to provide oversight to the legislative "earmark" process. As part of that, we introduced a set of practical reforms to ensure taxpayer dollars are tracked, reported, and used as intended.

And if you haven’t heard, the flow of money in Hartford has led to a federal investigation, which is why it was critical to address this issue.
This bill didn’t provide every item that we have been asking for, but it’s a step in the right direction.

The proposal:

➡️Requires those earmarks be distributed in a manner that ensures they’re used for, and achieve, their intended purpose.

➡️Prohibits state agencies from providing earmarks unless the recipient is specifically identified (legal name/DBA/address), and there’s a specific description of the intended purpose for which the funds will be used.

➡️Recipients must get prior approval before transferring any funds to a subrecipient and subrecipients must provide the same information as the recipient.

These are straightforward, responsible steps that improve accountability and help restore public confidence in how state resources are managed. I supported the bill and look forward toward its passage.
