OCTA updated me and elected officials from throughout Orange County on the progress of the OC Streetcar project during a tour this morning. OCTA is currently anticipating opening the line to public ridership in early 2027. This project will ultimately benefit Santa Ana, but its construction has definitely tested the resiliency of DTSA's businesses and residents.

The State of California forces cities to allow alcohol and drug treatment facilities in residential neighborhoods, yet a recent State audit found that the State Department of Health Care Services (DHCS) has failed to investigate complaints against these facilities consistently and thoroughly. It takes DHCS an average of one year to submit investigative reports on complaints that include sexual misconduct and medication mismanagement. This lack of effective accountability makes it much more difficult for cities to address community concerns about public safety related to alcohol and drug treatment facilities.

I have submitted letters of support for two Senate Bills proposed by Senator Tom Umberg and Senator Catherine Blakespear that will help address these concerns.

SB 329 (Blakespear) would establish clear timelines for DHCS to complete an investigation of complaints about alcohol and drug treatment facilities within 60 days.

SB 490 (Umberg) would require follow-up site visits for investigations of complaints about alcohol and drug treatment facilities and allow counties to partner with DHCS to speed up responses to violations.

Thank you Senator Umberg and Senator Blakespear for looking out for residents impacted by the State's failure to hold alcohol and drug treatment facilities accountable for their operations in our residential neighborhoods.

On Sunday evening, I got to enjoy an amazing concert with Los Tucanes De Tijuana and Código FN, where I also had the opportunity to present each of these bands with proclamations on behalf of the City of Santa Ana in recognition of their enduring contributions to Regional Mexican music and their impact on international culture. This morning, I attended the Santa Ana Elks Lodge 794's Veterans Coffee Talk. It was wonderful to see so many veterans coming together for breakfast. Thank you to Cory Vigil for the insightful presentation on what many veterans are facing and the resources available to them. What made this morning extra special was seeing spouses there supporting their veteran husbands and wives. 🇺🇸
