Town of Westport General Meeting
The Town of Westport met on August 3, 2026 at 7:00 p.m., with Mitch Wilson, Shane Storm, Troy Tschappat, Gary Huettl, Jeff Stein and Deb Schlosser present.
The following bills were presented:
City General: NW Energy- utilities ($336.97), Groton Independent-July meeting minutes ($21.17), Menards-playground equipment ($4299.00), Brown County Treasurer-mosquito spraying ($501.12), USPS-stamps ($82.00)
Sewer: NW Energy-Lift Station utilities ($51.35)
Water: Public Health Laboratory-June testing ($20.00), WEB-water ($2340.16), Core & Main-Annual Maintenance Fee ($3764.71), Dacotah Bank-resident NSF ($189.00), Dacotah Bank-service fee due to resident NSF ($5.00)
Troy Tschappat motioned, second by Shane Storm to pay all bills.
The following deposits were presented:
City General: State of SD ($8038.45), Brown County Collections ($265.99), Interest ($49.95)
Sewer: Resident Payments ($2886.66)
Water: Resident Payments ($4329.99)
Public Concerns: Gary Huettl and Jeff Stein from the Westport Catholic Church addressed the Board regarding moved or damaged headstones in the Westport Cemetary in both the church side and the city side. The damage will be looked at and possibly have the mowing person attend the next town meeting. Anyone with concerns about damage should contact a Board member.
Old Business: Motion by Shane Storm, second by Troy Tschappat to put WEB Water rate increase back on table. After much discussion, Shane Storm motioned, second by Troy Tschappat to increase the base rate from $49 to $51, increase overage rate from $15 to $17 and leave the per 1,000 gallon rate the same at $9.40.
New Business: the proposed 2027 budget was reviewed and approved. The Westport Town zoning regulations are outdated and will be reviewed a few Articles at each meeting until reaching the end of the requlations. Due to the Labor Day Holiday, the September meeting will be moved to Tuesday, September 8.
