Town of Westport General Meeting
The Town of Westport met on August 3, 2026 at 7:00 p.m., with Mitch Wilson, Shane Storm, Troy Tschappat, Gary Huettl, Jeff Stein and Deb Schlosser present.
The following bills were presented:
City General: NW Energy- utilities ($336.97), Groton Independent-July meeting minutes ($21.17), Menards-playground equipment ($4299.00), Brown County Treasurer-mosquito spraying ($501.12), USPS-stamps ($82.00)
Sewer: NW Energy-Lift Station utilities ($51.35)
Water: Public Health Laboratory-June testing ($20.00), WEB-water ($2340.16), Core & Main-Annual Maintenance Fee ($3764.71), Dacotah Bank-resident NSF ($189.00), Dacotah Bank-service fee due to resident NSF ($5.00)
Troy Tschappat motioned, second by Shane Storm to pay all bills.
The following deposits were presented:
City General: State of SD ($8038.45), Brown County Collections ($265.99), Interest ($49.95)
Sewer: Resident Payments ($2886.66)
Water: Resident Payments ($4329.99)
Public Concerns: Gary Huettl and Jeff Stein from the Westport Catholic Church addressed the Board regarding moved or damaged headstones in the Westport Cemetary in both the church side and the city side. The damage will be looked at and possibly have the mowing person attend the next town meeting. Anyone with concerns about damage should contact a Board member.
Old Business: Motion by Shane Storm, second by Troy Tschappat to put WEB Water rate increase back on table. After much discussion, Shane Storm motioned, second by Troy Tschappat to increase the base rate from $49 to $51, increase overage rate from $15 to $17 and leave the per 1,000 gallon rate the same at $9.40.
New Business: the proposed 2027 budget was reviewed and approved. The Westport Town zoning regulations are outdated and will be reviewed a few Articles at each meeting until reaching the end of the requlations. Due to the Labor Day Holiday, the September meeting will be moved to Tuesday, September 8.

The Town of Westport met on July 6, 2026 at 7:00 p.m., with Mitch Wilson, Shane Storm, Troy Tschappat, and Deb Schlosser present.
The following bills were presented:
City General: Elan Financial Services-ballpark swings ($194.28) NW Energy- utilities ($413.87), Groton Independent-June meeting minutes and subscription renewal ($98.12), Runnings-epoxy ($11.58), Menards-ballpark supplies ($27.97), Jeff Schroeder-mowing ($349.99), SD Unemployment-2nd qtr ($14.96), US Treasury-2nd qtr taxes ($837.18)

New Business: A few residents are quite behind on paying their water bills. Payment should be made as they are in danger of having their water shut off. The Town has been notified that WEB will be increasing their rates. Action to increase rates in the Town has been tabled. Any resident concerned about increased rates should attend the August 3 Town Board meeting. A recent storm caused a tree to fall on one of the dugouts at the baseball field. A header and possibly other things will need to be replaced. Early this fall, gravel will be ordered for some of the roads in town. Another playground set will be ordered for the ballpark.

Troy Tschappat motioned, second by Shane Storm to pay all bills.

Old Business: the estimate from Dakota Pump & Control was approved as the May meeting. The estimate did not include travel and installation. Shane Storm motioned, seconded by Troy Tschappat to approve additional expenses.
New Business: The Board approved Alex Jones’ request to use the ballpark bleachers for the tractor pull during Community Days. Troy Tschappat motioned, second by Mitch Wilson to approve special liquor license for The Shed during community days. Shane Storm abstained from voting. Troy Tschappat, on behalf of Westport Community Days, asked if the Board would be willing to make a donation towards the fireworks. Mitch Wilson motioned, second by Shane to donate $1,500.00. Troy Tschappat abstained from voting.

The Town of Westport met on May 11, 2026 at 7:00 p.m., with Mitch Wilson, Shane Storm, Troy Tschappat, Doreen Hertel, Jennifer Bender, Alex Jones, and Deb Schlosser present.
The following bills were presented:

Public Concerns: Doreen Hertel suggested flash drive that Finance Officer has be given to someone if Officer is out of town. Jennifer Bender and Alex Jones had questions regarding item under New Business.
Old Business: None
New Business: Jennifer Bender asked about liability insurance and when or if it is needed for an event on city property. City Ordinances will be checked to see if the use of city property has been addressed. Alex Jones asked about city access to private property for an event that will be happening in June. Mitch Wilson and Shane Storm will work with Alex on this. Dakota Pump & Control did an inspection of the lift station. Impellers are showing signs of wear, DPC is suggesting they be replaced and the current ones be refurbished and used as spares. After lengthy discussion, Mitch Wilson motioned, second by Troy Tschappat to have DPC proceed.
