City of Wheaton Social Media Policy

Summary and Purpose
The use of social media allows the City of Wheaton to expand communications efforts with our citizens by engaging in conversations that provide and share information in real time related to topics posted by the City on its Social Media sites. It is the intent of this policy that social media platforms used by the City are “limited public for

ums” as defined by First Amendment case law. The purpose of this policy is to define and outline acceptable use of social media sites and resources in City government. Examples
Examples of social media that the City may use include, but are not limited to: Facebook, Twitter, Instagram, LinkedIn, Snapchat, Pinterest, Vimeo, YouTube, photo and video sharing sites, virtual worlds and other sites that allow interactive posting of information, images, video and comments. Applicability
This policy shall apply to all City departments as well as any affiliated government or non-government agency or official permitted by the City to post on the City’s social media sites. This policy applies to the use of social networking sites in the course of conducting official City business and is not intended to address employees’ personal use of social media networking sites. Employees should also make themselves aware of City policies pertaining to personal use of social media networking sites and the potential ways that use could impact their employment with the City. The City's social media program involves establishing an online presence that offers citizens various ways to receive City updates and information. The choice of platforms the City uses, does not use, or whether it continues to maintain an interactive social media presence remains at the discretion of the City. The City’s Communications Department is responsible for the creation, administration, updating and monitoring of official City of Wheaton social media. No City department shall create a separate social media account without the written approval of the Public Information Officer. Postings on City social media sites may only be made through official City accounts that are recognizable as being affiliated with the City. Official postings on City social media sites shall only be made by City employees authorized to post as a representative spokesperson of the City. City employees not authorized to act as a representative spokesperson shall not represent themselves as such if posting as a private citizen. The City’s official seal and other departmental symbols and logos are the exclusive property of the City, are legally protected and may not be used by others without the City’s written consent. Authorized personnel shall not intentionally delete comments left on the City’s social media accounts by Citizens unless they are Prohibited Content as described herein, or do not qualify for First Amendment protection as determined in consultation with the City Attorney. If authorized personnel have any questions as to whether content is prohibited, they should contact the City Attorney. Third party information from City partners may be shared through social media so long as it conforms to the guidelines established under the City’s communications plan. The City’s social media sites are subject to State of Illinois Public Records Laws; therefore content shall be managed, stored, retrieved and deleted to comply with these laws. Wherever possible, City social media sites shall link back to www.wheaton.il.us for additional information. Comments unrelated to the particular City post purportedly being commented upon
2. Comments that promote, foster, or perpetuate discrimination on the basis of creed, color, age, religion, gender, marital status, status with regard to public assistance, national origin, physical or mental disability or sexual orientation
3. Comments containing vulgar, offensive, profane, or physically threatening language, personal attacks, or unsupported accusations
4. Language that promotes or provokes violence
5. Content that violates any cyber-crime or other criminal law
Information that may compromise the safety or security of the public or public systems
6. Comments from children under 13 (to comply with the Children’s Online Privacy Protection ACT) - by posting on the City’s site, users acknowledge that they are at least 13 years old
7. Photographs or videos unrelated to the particular post being commented upon
8. Personal information of any person such as social security numbers, driver’s license numbers, bank accounts, address or telephone numbers
9. Private information as defined by State or Federal statute, regulations or written City policies adopted in conformance with the law
10. Spamming or repetitive content such as posting the same content more than two times in the same location
11. Sexual content or links to sexual content
12. Solicitations of commercial sales or commercial links
13. Conduct or encouragement of illegal activity
14. Content that violates a legal ownership interest of any other party including trade secrets (information regarding the development of systems, processes, products and technology), internal reports, policies, procedures and confidential communications
15. Content promoting the use of Illegal or banned substances and narcotics
16. Comments in support or opposition to political campaigns, ballot measures or referendums

There will be brief temporary road closures during the Wheaton North High School Marching Band March-a-Thon on Saturday, Aug. 15, between 8:45 a.m. and 11 a.m. In most cases, roads used for this special event will be temporarily closed for approximately 30 minutes to let the band pass. Once the band has cleared the roadway, it will be reopened for vehicular traffic.

Temporary closures will include (see a map of the closures at https://www.wheaton.il.us/934/Wheaton-North-Marching-Band ):
➡️ Franklin Street, between Main Street and Washington Street
➡️ Washington Street, between Franklin Street and Seminary Avenue
➡️ Union Avenue, between Washington Street and Wheaton Avenue
➡️ Main Street, between Lincoln Ave and Seminary Avenue
➡️ Hale Street, between Union Avenue and Wesley Street
➡️ Karlskoga Avenue, between Wheaton Avenue and Hale Street
➡️ Wheaton Avenue, between Karlskoga Avenue and Oak Avenue
➡️ Oak Avenue, between West Street and Wheaton Avenue
➡️ West Street, between Prairie Avenue and Oak Avenue
➡️ Papworth Street, between Armbrust Avenue and Amy Lane
➡️ Armbrust Avenue, between Papworth Street and Darling Street
➡️ Thomas Road, between Papworth Street and Darling Street, and
➡️ Darling Street, between Thomas Road to the end of Darling Street.

These streets will be staffed with uniformed Police personnel to assist and direct traffic during this time.

Spectators can see the band on the following route:

➡️ Westbound Union Avenue
➡️ Southbound Main Street
➡️ Westbound Union Avenue
➡️ Southbound Hale Street
➡️ Westbound Karlskoga Avenue

➡️ Northbound West Street
➡️ Through Northside Park
➡️ Northbound Papworth Street.

Thank you for your cooperation in not moving the barricades to ensure the safety of the participants. Drivers may experience temporary traffic delays and may want to alter their travel routes to avoid these areas.

Welcome back, Wheaton students!

As many Wheaton schools begin the new school year on Friday, Aug. 14, Wheaton Police officers will be stationed near schools to welcome students, assist with safe arrivals and dismissals, and enforce traffic laws in school zones.

Drivers, please slow down, stay alert, avoid distractions, stop for school buses and follow the directions of crossing guards. Together, we can help make the new school year safe and successful for everyone.

So far storms have failed to develop early this AM. While this is a good thing for those concerned about hail overnight, we are becoming more concerned that this may allow for a more robust complex of storms to move across parts of the area today. Stay tuned.

The potential for another round of severe thunderstorms is increasing for overnight tonight. The primary hazards with any storms that develop will be damaging hail and torrential rainfall which may lead to flash flooding. Damaging wind gusts will also be possible with the strongest storms and it may not take much wind to cause additional tree damage given many were weakened from the destructive line of storms earlier today. Have multiple ways to receive warning information, including ones that will wake you up!

Public Works crews are nearly finished with their one-time Citywide pickup of tree damage from the July 27 tornado in Wheaton. You can visit www.wheaton.il.us/CleanupMap to see a map of their progress.

If you have additional storm damage from today's weather, please do not place it at the curb, as crews will not return to areas already completed. The pickup of tree debris from the July 27 tornado was a one-time Citywide pickup due to extensive damage throughout the community. We appreciate your understanding.

You can report new storm damage from City parkway trees (generally the area between the sidewalk and the street) at www.wheaton.il.us/ServiceRequest for assistance with City-maintained parkway trees. For additional tree damage on private property, please either use curbside LRS yard waste service or contact a landscaper/arborist for assistance.

Thank you for your patience as crews work to complete this substantial task.

*Editing to add: Please note that crews have not yet picked up tree debris along Roosevelt Road. This is not reflected on the map, but they plan to pick up along Roosevelt Road this week. Thank you for your questions!

Tornado Warning for southern Kane, northeast Kendall, southern DuPage, and northern Will Counties. including Aurora IL, Joliet IL and Naperville IL until 11:00 AM CDT. Within this warning, embedded tornadoes and destructive tornado-like thunderstorm winds both possible. Aurora Airport in Sugar Grove recently gusted to 85 mph. The US National Weather Service Chicago Illinois is predicting the potential for more severe weather headed our way, with the possibility of damaging winds Monday afternoon/evening, and a potentially severe thunderstorm with wind gusts up to 80 mph late Tuesday morning/early afternoon. Follow the National Weather Service and have several ways to receive emergency alerts.

How you can prepare:
➡️ Secure outdoor furniture, debris and loose items; and ensure emergency weather alerts are enabled on your mobile devices.
➡️ If you experience non-emergency issues (such as fallen branches, minor street flooding, or parkway tree damage), please use the City's online request form at wheaton.il.us/servicerequest - this helps route work orders directly to crews while keeping emergency phone lines open.
➡️ Call 9-1-1 immediately for any urgent life-safety emergencies or downed power lines. Report power outages directly to ComEd at 1-800-EDISON-1.
