WV Northern Regional Highway Safety Program The Northern Regional Highway Safety Program provides supplemental funding to local law enforcement for increased enforcement on our roadways.

Our office also provides free child safety seat inspection and installation education. The Northern Regional Highway Safety Office is located within the Wheeling Police Department and is administered by Sean Snyder. The Northern Regional Highway Safety Office is a sub-grantee of the Governor’s Highway Safety Program (GHSP), which is the lead agency for West Virginia’s participation in federally ma

ndated and funded highway safety improvement measures. The purpose of GHSP is to encourage, promote, and support safety throughout West Virginia. The state is split into eight regions based on geography and demographics that cover all fifty-five counties. Each Region has a designated coordinator to develop and implement the measures that their regions require to lower the total crashes, injuries, and fatalities on the roadways in West Virginia. The Northern Regional Highway Safety Office is responsible for Region 4 encompassing Brooke, Hancock, Marshall, Ohio, Pleasants, Tyler, and Wetzel counties.

I've declared a State of Emergency for all 55 WV counties ahead of the upcoming winter storm. Our top priority is safety, and all state agencies are pulling the rope together to stay ahead of the challenges we may face.

Here’s what we’re doing right now:

The West Virginia National Guard is strategically staging personnel and equipment at armories across the state in preparation for potential response needs.

The West Virginia Division of Highways (WVDOH) is proactively addressing weather-related challenges, working diligently to stay ahead of the storm and ensure roadways remain passable.

Emergency Management officials are closely monitoring developments and coordinating efforts to ensure a swift and effective response, with teams in place for rapid support if necessary.

The next few days could bring challenges. Please periodically check on your neighbors and family. Remain cautious because things can change quickly.

Our agencies are on high alert, and we’ll continue to keep West Virginians updated as needed.

We will get through this together.

The Wheeling Police Department will begin enforcing the city’s Pedestrian and Vehicle Safety Ordinance on Jan. 1, 2025.

The ordinance, passed at the Nov. 7, 2024 city council meeting, prohibits exchanging items from motorists to pedestrians on public roadways within city limits. The exchange is considered a public safety hazard and brings on the concern for crashes that could result in serious injury to either party.

The exchange of any item is prohibited at intersections, in medians, on shoulders, and in roadways. Pedestrians and non-motorists are also prohibited from standing or sitting in these areas unless they are lawfully crossing the street.

If violated, pedestrians and motorists could be subject to a citation. A first-time offense will result in a verbal warning; a second offense will result in a written warning; a third offense or more will result in a citation. The penalty can be up to and not more than $100 or community service.
