Update: Identity Released in Richmond Road Death Investigation

September 16, 2026 -- The man found deceased on Richmond Road on July 21, 2026, has been identified as Richard Millhouse, 73, of James City County. The Medical Examiner’s final report is pending to determine cause and manner of death, but detectives do not suspect foul play.

James City County Police Investigate Death on Richmond Road

July 21, 2026 -- At approximately 8:41 a.m., James City County Police responded to a report of a body found outdoors in the wood line along the 5300 block of Richmond Road.

Upon arrival, officers located the body of a 73-year-old Williamsburg man, who was pronounced dead at the scene. His identity is being withheld pending notification of next of kin.

The circumstances surrounding the man’s death are under investigation. At this time, there is no information indicating any danger to the public.

Anyone with information that may assist the investigation is encouraged to contact Detective Harmon at (757) 603-6062. For those who wish to remain anonymous, tips may also be submitted to Crime Line at 1 888 LOCK U UP or through P3Tips.com. Anonymous tipsters may be eligible for a cash reward.

Woman Found Unresponsive in Lake Powell Forest; Later Pronounced Dead

September 13, 2026 – James City County Police Officers canvassing the area for a woman reported missing by her family earlier today discovered her unresponsive body in a lake near her home at approximately 2:58 p.m. She was later pronounced dead at the scene.

Alongside patrol officers, the JCCPD’s Drone Team, Underwater Search and Recovery Team, and James City County Fire and EMS resources worked together to recover the body of Hedwig Mainous, 93, of the 5000 block of Queen Bishop Lane in James City County.

Mainous’s family had reported that she was known to take walks around the neighborhood. According to investigators from the JCCPD’s Criminal Investigations Division, the victim’s death appears to be accidental and no foul play is suspected at this time. However, the body will be examined by the medical examiner’s office to determine her cause of death.

🚴‍♂ Patriots Triathlon this Saturday and Sunday! 🚴‍♀️

The Patriots Triathlon will take place on Saturday, Sept. 12, and Sunday, Sept. 13, starting at 6:00 AM and continuing until 12:00 PM (noon).

To keep participants and motorists safe, there will be a high police presence throughout the event. Please plan for delays and be aware that the following roadways will be impacted:
• Jamestown Rd. (Jamestown Settlement ➜ Capitol Trail Head)
• Greensprings Rd.
• John Tyler Hwy (Greensprings Rd. ➜ Rt.5 @ Monticello Ave.)
• Rt. 5 (John Tyler Hwy/Monticello Ave. ➜ Barretts Ferry Bridge)

Police officers will be positioned at all major intersections to direct traffic and assist race participants. Please follow officers’ instructions and keep an eye out for bicyclists on the roadway.

I-64 Work Zone Safety Program Update: Live Enforcement Begins Sept. 13

September 11, 2026 -- The James City County Police Department would like to provide an update regarding the Vehicle Based Enforcement (VBE) Work Zone Safety Program currently active along I-64.

The 30-day warning period, which began on August 14, is nearing completion. Live enforcement will begin on September 13.

During the warning phase, motorists traveling 10 MPH or more over the posted work zone speed limit received mailed warnings. Beginning Sept. 13, any VBE detected violation will be reviewed before a citation is issued. Confirmed violations will result in a $100 civil summons, with no license points and no insurance penalties.

Photo speed cameras will be active only on days when construction crews are working, and VBE enforced zones include additional road signage to alert motorists ahead of the enforced area. Work zone activation is overseen by VDOT.

This program was adopted due to rising crashes, injuries, and fatalities along James City County’s portion of I-64. Other Virginia counties using VBEs have seen significant reductions in speeding within work zones, and JCC aims to achieve similar improvements.

We thank the community for driving safely, especially in construction zones. Together, we can achieve ZERO: Zero injuries, Zero crashes, and Zero fatalities.

On September 11, we will shroud our badges to honor the lives lost and the courage shown on that day 25 years ago, a day that changed our country forever. It may be a small symbol, but it represents our promise to remember.

We remember the nearly 3,000 people who lost their lives on September 11, 2001. We remember the families who lost loved ones. We remember the firefighters, police officers, EMS personnel, and other first responders who ran toward the danger when others were running away. Many never came home.

We remember the men and women of our military who answered the call in the years that followed. Many left their families and put their own lives on hold to serve our country. Some made the ultimate sacrifice, while others came home carrying the physical and emotional scars of their service. Their sacrifice is part of the story of September 11.

We also remember what happened after that day. Our country came together. We stood together. We helped each other. We displayed our flags. We supported our first responders. People from all walks of life came together with a common purpose.

For those of us in law enforcement, that day also reminded us why we chose this profession. We have a responsibility to serve and protect others, even when doing so is difficult and even when we don’t know what we’re going to face.

Remembering 9/11 isn’t just about remembering the tragedy. It’s about remembering the courage, the sacrifice, the service, and the way people came together afterward.

It’s a day we will never forget.
