The Lycoming County Sheriff's Office would like the community to be aware of the following: Pennsylvania's "Paul Miller's" law which takes effect June 6th, 2026, one year after the bill was signed into law.

Drivers who violate the law will be issued a $50 fine plus court costs on the first offense, with penalties increasing for subsequent violations.

The law was named after Paul Miller, Jr., a 21-year-old who was killed by a distracted commercial truck driver in 2010. The law aims to reduce distracted driving by banning drivers from holding or using any handheld devices while operating a vehicle, including being stopped at traffic lights.

The law prohibits the following: holding the phone while talking, texting, sending emails, taking pictures, using apps, or browsing the internet. Law enforcement agency will be citing the following section for violations: http://www.palegis.us/statutes/consolidated/view-statute...
According to pa.gov, a driver may use an interactive mobile device if the driver moves the vehicle to the side of or off a highway and halts in a location where the vehicle can safely remain stationary. The hands-free law allows for an emergency use exception if it is necessary to communicate with a law enforcement official or other emergency service to prevent injury to persons or property.
Help prevent an accident or tragedy, put your phone down while driving.

PRESS RELEASE: FOR IMMEDIATE MEDIA AND PUBLIC RELEASE
JUNE 01, 2026

Good Morning everyone: Please share this VERY SERIOUS SCAM information with friends, family, and neighbors. This week our Office began receiving calls from residents of the County who were receiving phone calls at home, at work, and on personal cell phones, from a male caller claiming to be Sergeant Ryan Kepner, who had one of the following messages for residents that he targeted: “I am Sgt. Ryan Kepner from the Lycoming County Sheriff’s Office and there is a legal matter that needs to be addressed if you don’t pay you will go to jail. The caller also referred to a Captain White, our office does not employ anyone with that name. The caller was using the phone number (570-500-7835).

The Lycoming County Sheriff’s Office recognizes this information and callers to be a scam. BEFORE you give ANYONE your personal information, ALWAYS call the agency the caller’s purports to be. DO NOT meet with anyone to sign a “bail piece” or get them a check. The Office of The Sheriff does not conduct business in this manner. In this case, PLEASE call the Office of Lycoming County Sheriff at 570.327.2280 to report any scam calls that you have received.
Below is a summary of how to safeguard yourself from becoming the victim of any SCAM:

1. Under no circumstances should a resident ever PROVIDE ANY PERSONAL INFORMATION by phone when receiving any calls unless the resident personally knows the caller.
2. Never provide ANY CREDIT CARD INFORMATION to anyone whom the resident does not personally know or with whom a resident has not initiated the call.
3. Note any TELEPHONE NUMBER of the caller, which is indicated on the resident’s telephone system.
4. DOCUMENT THE CONVERSATION with the suspect making the call.
5. Disconnect without providing any information to the caller.
6. CALL THE OFFICE OF THE LYCOMING COUNTY SHERIFF AT 570.327.2280 IF A RESIDENT HAS ANY CONCERNS THAT HE OR SHE MAY BE A WANTED PERSON OR TO INQUIRE IF THE OFFICE OF SHERIFF HAS ANY REASON TO MAKE CONTACT WITH YOU. NOTE: The Office of Sheriff does not conduct business in this manner by telephone.

Please share this information with friends, relatives and neighbors in an effort to prevent them from becoming a victim. Also report to the Pennsylvania Attorney General at https://www.attorneygeneral.gov/submit-a.../scams-complaint/
Or call our office as shown above or the PA Office of Attorney General 717-787-3391.
As your Sheriff, I personally apologize to any residents who have received any such calls from any individuals in this attempt to commit fraud and possibly identity theft.

SHERIFF ERIC SPIEGEL

This Memorial day take time to remember all of the men and women that made the ultimate sacrifice for all of us to live in peace.

Since WWI over half a million service members never came home, more recently more than 7,000 died during the Global War on Terror. Although they are gone they will never be forgotten.
