Will you consider giving a local child a safe and loving home? Types of Resource Care

“Traditional” Foster Care-a resource home that fosters children who are not related to them and may or may not be interested in adoption
Foster to Adoption-a resource home that fosters children who are not related to them and would like to be able to adopt a foster child. Kinship Care-a resource home that foster

s children who are related to them or a non relative who has a positive pre-existing relationship with the child. Lycoming Foster Care works with children from ages birth to 21. Children are placed in foster care for a variety of reasons, including but not limited to:
• Physical abuse/sexual abuse
• Lack of housing or inappropriate housing
• Medical or physical neglect
• Severe family conflicts/domestic abuse
• Parents suffering from Mental Health disorders, Intellectual Disabilities, and/ or Drug/alcohol issues

Supports for Foster Parents

We are here to help you! You will have a caseworker assigned to each foster child you have placed in your home. Caseworkers coordinate services, access community resources, advocate for the needs of foster children, accompany resource parents to meetings and appointments for the child, and provide emotional support to resource parents as they provide care to children. Caseworkers will meet at least monthly in your home with you and the child to provide support, address concerns, and discuss case planning. Caseworkers will also discuss the child’s progress in your home. Lycoming Foster Care provides 24/7 crisis management to assist with emergencies within the home. Resource parents receive yearly training to help meet the needs of the children they are providing care for. Resource parents are provided a tax free daily per diem rate to assist in the daily care of the child. All children placed in resource care have medical insurance. Most children qualify for a medical access card. Those who do not have a medical access card typically have private insurance through their parents. Resource parents do not have any financial responsibility for any medical bills. All children 0-5 years of age in resource care qualify for the Women, Infants, and Children (WIC) program to receive free nutritional food supplements, nutrition education and health screenings. All foster children qualify for subsidized daycare, without consideration of the resource parents income, as long as the resource parents meet the guidelines for the number of hours worked weekly.

We’re currently looking for foster parents for children ages 0–21, including:

✔️ Families who can teach independent living skills to teens
✔️ Caregivers willing to be role models for biological families
✔️ People just like YOU, ready to offer love, patience, and support

Many children in foster care have experienced some form of trauma, and understanding its effects is key to helping kiddos heal. Trauma isn't always visible, but it can deeply shape how a child reacts, trusts, and copes.

According to The Foster Care Association, here’s what every foster parent should know:
✔️ Trauma can result from abuse, neglect, loss, or many other lived experiences
✔️ It affects brain development, emotions, and behavior
✔️ Healing takes time, trust, and consistency
✔️ Children aren’t “acting out” – they’re often responding to past pain

With empathy, structure, and support, foster parents can help children begin to feel safe again.

Forming meaningful connections with your teenage foster can be incredibly rewarding, but it also takes patience, empathy, and consistency.

According to Kids First Inc., here are a few tips that can help build strong relationships with your new foster:

✔ Show Up, Every Day – Reliability helps teens feel safe.
✔ Respect Their Space – Let trust develop naturally.
✔ Stay Curious – Ask open-ended questions and truly listen.
✔ Validate Their Feelings – Even when it's hard to hear, their emotions matter.
✔ Keep Communication Open – Be honest and age-appropriate.
