Cop handcuffs on-duty firefighter for not moving truck
A California Highway Patrol officer placed an on-duty Chula Vista firefighter in handcuffs for refusing to move his truck while tending to victims of a car crash on the side of the 805 Freeway near Orange County.
Woman dies after officer-involved shooting
A woman is dead after police responded to a domestic dispute on Tabor Lane, and two police officers involved in the shooting are on paid administrative leave, according to the Wilmington Police Department.

N.C. Law Enforcement yields 2,866 DWI’s during 18-day “Booze it & Lose it” Campaign
July’s ‘Operation Firecracker’ initiative—which resulted in 1,700+ DWI arrests—scratched the surface of N.C. law enforcement’s plans to crack down on DWI’s in 2013. In fact, the N.C. Department of Transportation and Governors Highway Safety Program was out in full force in August and early September for its ‘Booze it & Lose It’ campaign in which it grew its DWI total from ‘Operation Firecracker.’
More than 2,800 DWI related arrests were made from August 16 to September 2nd.
Over the course of the campaign, there were 29,184 speeding violations and 3,185 drug charges. In addition, the initiative resulted in the apprehension of 2,938 fugitives from justice and the recovery of 173 stolen vehicles.
Wake County led the state in DWI arrests at 267. Guilford County had 220 and Mecklenburg had 181 DWI arrests.

During a search in the booking room, authorities said, Davidson County Sheriff's deputies discovered a plastic bag concealed in his sock that contained 8 Xanax pills, 24 oxycodone pills and 4 oxymorphone pills. Harrell also has been charged with bringing controlled substances into the jail.

Animal shelter volunteer charged with bestiality
A Wake County man was arrested Thursday and charged with bestiality with dogs at an animal shelter.
Portions of 16th and Grace streets closed Thursday
A portion of North 16th Street and Grace Street in Wilmington will be closed to through traffic from 9 a.m. to 3 p.m. Thursday, April 18.
A jury in New Hanover County found a convicted felon guilty Wednesday of raping a female cousin five days after serving 11 years in prison for a throat slashing in 1996.
After a week of testimony and six hours of deliberation, Harold Goins Jr., 37, was found guilty of kidnapping, rape, two counts of sexual offense, and assault with a deadly weapon. He was found not guilty of pointing a firearm during the rape.
Goins is currently serving 15 years in federal prison on a charge of being an ex-felon in possession of a firearm in connection with the rape case. During questioning by police, Goins admitted possessing a firearm and police confiscated it.
Federal court records show that in 1996 Goins was convicted of assault with a deadly weapon with intent to kill for grabbing a female defense attorney from behind and slitting her throat as she exited the New Hanover County courthouse.
After serving 11 years in prison on that charge, Goins was released July 16, 2010. By July 25 he was back in custody accused of raping a female cousin at knifepoint and gunpoint inside an apartment on Shipyard Boulevard on July 21.
Because of the notoriety of Goins 1996 crime, a jury from Sampson County was brought in to hear the case.

A deputy with the Onslow County Sheriff's Office who was involved in an apparent road rage incident that went viral online has rescinded his notice of resignation with the office.
Possession for Personal Use
Possession of a half ounce or less marijuana is a Class 3 misdemeanor and a maximum fine of $200. Any sentence of imprisonment imposed for this offense must be suspended. Possession of more than a half ounce but 1 and a half ounces or less is a Class 1 misdemeanor punishable by 1 to 45 days imprisonment and a discretionary fine for a first offense, and maxi mum fine of $1000. Possession of over 1 and a half ounces but less than or equal to 10 pounds is a Class I felony punishable by 3 to 8 months imprisonment and a discretionary fine for a first offense.
