*The solvency fee allows the borough the opportunity to protest base period claims when a separation or reduction
in hours occurs. An example of a base period employer situation would be when an employee separates from the
municipality for another job and then gets laid off from that new job or if a current employee is separated from
another employer. The borough would fall into that employee’s base period, which then could be the reason a
municipality is liable for their benefit (or part of their benefit), regardless if the borough did not create the benefit.
