Sheriff James R. Clarke, Jr. and the entire Isle of Wight County Sheriff’s Office congratulate Sgt. Warren on completing the 20th Annual Leadership Institute at Christopher Newport University.

The two-part academy, held May 26–29 and August 3–6, focuses on strengthening leadership skills, decision-making, communication, employee motivation, conflict resolution, officer wellness, and leading others through challenging situations.

Sheriff Clarke is proud of Sgt. Warren’s continued commitment to professional growth and his dedication to becoming an even stronger leader for our agency and the community we serve.

Please join us in congratulating Sgt. Warren and his partner, K9 Hades on their successful Patrol/Utility K9 recertification! 👏🐕‍đŸŠș

Patrol/Utility K9 teams are trained to assist deputies with critical duties such as tracking suspects or missing persons, conducting building and area searches, locating evidence, and helping safely apprehend dangerous suspects.

Recertification ensures these teams continue to meet the high standards required to perform these important duties safely and effectively.

Congratulations to Deputy First Class Jelisa Reid — Deputy of the Quarter!

DFC Reid continually goes above and beyond in her service to Isle of Wight County. From leading our agency’s first Special Olympics Virginia Tip-A-Cop fundraiser and helping raise nearly $6,850 for Special Olympics, to mentoring youth through 4-H Camp and supporting numerous community outreach events, her dedication is evident in everything she does.

Her leadership, compassion, and commitment to serving others truly represent the values of the Isle of Wight County Sheriff’s Office.

Sheriff James R. Clarke, Jr. and the entire Isle of Wight County Sheriff’s Office extend our deepest condolences to the Martinsville Sheriff’s Office, the family and friends of Sheriff Draper, and the community he so faithfully served.

For more than five decades, Sheriff Draper dedicated his life to public service. Sheriff Clarke had the privilege of working closely with him over the years and held tremendous respect for him as both a fellow Sheriff and a friend.

His watch may have ended, but his legacy of leadership, service, and dedication will never be forgotten.

On Friday, August 28, 2026, investigators with the Isle of Wight County Sheriff’s Office Special Investigations Division arrested Michael V. Babinchak of Newport News, Virginia. Babinchak has been charged with crimes related to the distribution of child sexual abuse material (CSAM).

Investigators charged Babinchak with 10 counts of:
§ 18.2-374.1:1 – Distribution of Child Po*******hy

This arrest resulted from a proactive investigation conducted this summer, during which Babinchak shared more than 300 CSAM images with Isle of Wight County Sheriff’s Office investigators through BitTorrent, a peer-to-peer file-sharing platform.

Sheriff James R. Clarke, Jr. thanks our partners with the Southern Virginia Internet Crimes Against Children Task Force, Naval Criminal Investigative Service, and the Newport News Police Department for their cooperation and assistance with this arrest.

Babinchak is being held without bond at the Western Tidewater Regional Jail.

The Isle of Wight County Sheriff’s Office was proud to partner with the Luter Family YMCA’s Bright Beginnings program for two back-to-school shopping events at Kohl’s in Suffolk!

Our deputies had a great time shopping alongside local children and helping them pick out new clothes and school essentials for the year ahead.

Thank you to the Luter Family YMCA, Bright Beginnings, Kohl’s, and everyone who helped make these special events possible. We were honored to be part of it! 💙
