WINNEBAGO COMMUNITY PUBLIC COMMENT PERIOD ANNOUNCEMENT

Ho-Chunk Community Development Corporation is announcing the opening of a public comment period regarding its intent to submit an application to the U.S. Department of Housing and Urban Development for the Community Development Block Grant Program for Indian Tribes and Alaska Native Villages (ICDBG) for Fiscal Year 2025.

The proposed project would fund public infrastructure improvements, including the extension of water, sewer, and electrical utilities on tribal owned land, to support the development of a new full-service grocery store in Winnebago, Nebraska. All ICDBG-funded improvements will remain in public ownership and are intended to increase access to healthy affordable food for Winnebago community members.

Community members, stakeholders, and interested parties are invited to learn the proposed Project and submit written comments for consideration.

Comment Period Dates:
Monday, November 24, 2025 – Tuesday, December 2, 2025

In-Person Public Hearing
A formal public hearing will be held on December 2, 2025 at 5:00pm at Woodland Trails Round Room, 214 Ho-Chunk Plaza N, Winnebago NE 68071 to provide an additional opportunity for public input.

HCCDC RECEIVES $60,000 GRANT FOR WINNEBAGO FOOD SOVEREIGNTY INTERNSHIP PROGRAM


The Ho-Chunk Community Development Corporation (HCCDC) recently received a $60,000 grant from the First Nations Development Institute of Longmont, Colorado. This award will support the efforts of the HCCDC’s Winnebago Food Sovereignty Internship Program.

The Winnebago Food Sovereignty Internship Program offers students in Winnebago opportunities to explore suburban agricultural methods, internship opportunities to explore agricultural careers, learn to sell produce, and foster community bonding through farming. This program aims to provide access to fresh foods for youth living in a food desert while also supporting health, sharing culture, and teaching employable skills. With support, Winnebago will build local food system resilience and strategically develop community infrastructure and workforce to improve tribal health. The garden beds project prioritizes climate-friendly agriculture solutions and utilizes community gardening as a resource-efficient suburban food solution. Kristine Earth, Executive Director of HCCDC says, “This grant can help increase local food production, allowing the Winnebago people to mitigate climate change effects and address food insecurity.”

Since 2000, the Ho-Chunk Community Development Corporation has served as a centralized resource in the tribal community for planning and pursuing funding opportunities to continuously enhance the Winnebago Tribe of Nebraska. HCCDC is an independent 501c3 non-profit agency with a volunteer Board of Directors comprised of tribal members and community leaders. HCCDC’s mission is to enhance economic, educational, and social opportunities for tribal members in Thurston County. HCCDC's programs focus on housing development, quality of life improvement, expanding food sovereignty, uplifting small businesses, and offering financial services.
